Like, well, in other IDs it's not mentioned they can attack their foe's players at will and there is no problem at all in having pew pew pew. Just some RP required.
Overall, drop the "at will" part and it's fine.

At will don't mean you don't have to RP, mind you. At will means you can engage them not out of self-defense.

All unlawful IDs in Liberty have that line.

e.g: I come with my Xeno bomber, see LSF Gunboat, I RP with it a bit then engage - Everything fine since my ID allows me to engage lawfuls at will inside Liberty

Same applies to all of Liberty's unlawfuls.

The line permitting HF ships to "engage at will" does not override the server rules requiring players to roleplay before an engagement.

The HF ID isn't like the you-know-who ID that could just do whatever they want. I've never seen a [HF] member engage without RP. I think it's just poor wording on the ID.
