What you're missing is... the AFA didn't have to let you go, just because you claim to help the Kusari government. There is, and in my eyes the more probable option that he wouldn't believe a word that came from a Junker. They're known as cunning, and why should he give you the benefit of the doubt, to someone who's diplomatically unfriendly? Would it be better rp, if he just has let you go? I don't think so.
To be honest, I can't see a trace of oorp here. Neither the "OORP spam '5million or your life'", nor your response, nor his insistance on his demand. Sure, he could've elaborated the situation more, like stating his disbelief or whatever, but that doesn't make the encounter oorp.

If you look at Japanese history up to WWII or have lived in contemporary Japan (aka Kusari), there is a very different threshold for disrespect and submission.
I have two friends who spent time in a Japanese jail and let me tell you, you come to know what "gaijin" means there. You are not "Japanese"--you are a criminal gaijin. Even the other criminals there (along with the jailers) see you as the bottom of the bucket.
A wrong remark in Japanese society can cause you to lose your job or go to jail. And if you are a foreigner, the indignity is even greater.
No "Kusari" will "like" foreign interests running about with all the liberties of "nationals"--even the criminals.
Hogosha have an alliance with the Corsairs--but you will not see the Hogosha letting Corsairs base in Kusari--in fact, they will insist they stay out under all but the most extraordinary circumstances. It is Kusari space.
If there was an Corsair or Outcast invasion of Kusari--as in to take over, you would see Blood Dragons, Golden Chrysanthemums, KNF, KP, Hogosha and shippers fighting together to repulse them.
Different world here.
Rheinland has the "German" view towards order and authority--try disrespecting the cops or military there.
Sirius is not "one big free speech and total personal freedom zone"-- just like real life isn't. RP should reflect that.
Junkers in Kusari are viewed like a foreign mafia--of the worst sort--trying to come in and poison society and bring in unthinkable crime. Culture and political presentation by the government enforce that view. It's sort of like when soldiers are told, "If the enemy captures you, they will torture rape and humiliate you and then kill you horribly letting none live." Doesn't matter if its true or not, that's the perception and people act on it. in Kusari its a centuries old, national perception and bonded to millenia old traditions.

on a side note, I did not pay the idiot AFA that tried to pirate me, I gave him a good 10 minute run around of kyushu before dying, and only ended up losing about 1.5 million credits worth of ammo and cargo, and a few system jumps worth of time, by dying.

And the whole time, I was chatting In-RP claiming that, despite my status as a junker, I had just smuggled 3500 units of deuterium through bretonia to help the kusari navy in their current war, and that his destroying me would actually be harming the state he claims to work for.
Didnt change his mind, he kept trying to tax and eventually killed me for it. Guess you cant expect a bunch of farmers to have brains anyways.
