A Nephilim isn't a liner. Your crew aren't tourists.
A Nephilim is a warship. A bit of a strange warship with unusual capabilities (inrp), perhaps, but still classified as a warship.
I very much doubt anyone would take issue if you flew a Zoner ID and IFF'd Firefly - for example - to Betlehem. Ironically, it can actually carry more Passengers than a Nephilim can, so it makes more sense for you to use that, too.
Oh, and I forgot to mention this: you might even get permission to fly your Nephilim to Betlehem. Next time, consider asking [LN] permission to enter "their" space before you actually do so. However, I somehow doubt that someone like you, who's been trying to get into Pennsylvania with a warship by force, would be very welcome.
If there was a central authority to the zoners, this none-sense would have never happend, the only thing seperates a conflict is the fact that we do care about community cohision, ofcourse liberty can shoot what ever it wants in liberty space so long it doesn't hurt the general diplomacy with the faction ( oh shit, it doesn't! ).
No one will accept this kind of behaviour, and by spitting on zoners with your rules knowning fully that there is no zoner body to counter argument makes your rules even more pointless.

You impose your rules knowing that the zoners can't counter arguement unless an admin decides to change a few things.

I don't see what you expect the admins to do here. This has nothing to do with Zoner/Liberty relations.
What I am most interested in is your reason to use a warship to fly into Betlehem, rather than a normal ship that wouldn't be such a threat to Liberty's security.

Until that happends, Zoners can land at zoner bases, wherever it is, whether it is inconvienient to some navies.
Also, I accept people's opinions, but People dont just fly zoner dreads for armoror guns, thats how it is supposed to be INRP

It's a RP-consequence of the events that happened in Pennsylvania that caps aren't allowed.
You'll get fined, shot, burned, arrested, hung, spit at and molested by the Navy for violating a law that was set and signed by the Zoners and Liberty Government that operate in Pennsylvania.

I knew the Wiki is not 100% accurate, but that will do, so why do you want a Zoner President it seems counter to what a Zoner is.
As Tunicle said, the entire point of "Zoner" is that there is no central governing body. That's why Zoners even exist.
Now, if you want to go on vacation on Bethlehem, park your Nephilim somewhere legal, grab a shuttle, and take yourself and your crew to Beth with that.
I'm not actually sure if it has been mentioned, but why do you want to bring your Nephilim to Bethlehem (in or out of RP), other than a "I can't so I want to" reason?
It's actually pretty untouched by war, and if there are some idiots shooting the place up, you can call in the Liberty Navy, since you are a protectorate of them.
Of course, some of your comments suggest you've missed the point of the Zoners somewhat, although Pennsylvania itself is a little weird that way too.
