If you think one cannot gain the needed immersion ingame, that might be right, yet not for everyone, and heavily depends on the style of RP one is focusing on, be that plotted-RP or creative-RP.

If you speak for yourself, stop using general terms to further your points.
Not able to do your RP because of ID-limitations, well... try to think for a way around it. If it's for the RP, those limitations won't hurt you bad.
But as you assumed all RP would be for PVP reasons, I can see where you're coming from pointing out ID-limitations.
Just because I assume all RP lead to PVP does not translate to me myself doing the same, unless I have specified this somewhere earlier.

It shouldn't be official faction controlled, that was the main problem back in .85, official faction leaders had terrible bias when it came to granting or not granting faction tech, this is essentially the same thing as we had .85.

*Guy-1 buys a Rheinland Gunboat and slaps a CAU8 on it*
*Guy-2, who is the leader of the [RM] sees Guy-1 bought this RM Gunboat with a CAU8*
*Guy-2 doesn't like Guy-1, OORPly*
*Guy-2/RM Leader uses this proposed faction right to delete Guy-1's ship because he doesn't like him*
*Guy-1 loses almost 1 billion credits because of this*
So nope, not a good idea at all.
The reason why official faction's right of granting access to their ships was removed in 4.86 was because of very things like this. We don't want that back.
My proposal for solving this "problem": If it's real bad, just let the admins deal with it in a Black.Scorpion-isk manner. If it's minor but problematic, just let the person get FR5'd to death.

Iff is other matter. The point is outcasts on zoner ships, hunters on LN ships, LN and RM on BHG ships, freelancers on BHG ships and so on..
And Sterlin, the point of game IS to have fun, but you know, every one have their own understanding of it. And I get a lot of qq for breacking someone's fun, just because my understanding doesn't fit anyone's view, as it seems. a specific kind of parasitic players likes to have fun "no matter what" - even if it harms other players who do not have fun due to that. in real life - one may call those ppl bullies.
however - it is a bit of a double standard.
a longer time ago - there had been a discussion if it was OK if MND should have rheinland IDs - but actual other factions IFFs to "cloak" from long range detection in order to execute their job as a covert organization.
quite a significant part of the community was supporting that.
at the same time - there had been a similar discussion of Wild ships using other factions IFFs, too - for the same purpose. - again - a significant part of the community ( or probably the same part as its always kind of the same ppl being vocal ) was in support.
one might argue that a pirate should have the same ambitions.... to cloak their Intentions from long range scanners - hence appear as a "harmless target" - and only rise the jolly roger at point blank range - aka scanner range. especially a pirate in a slow capital ship might be interested in maximizing his/her survivability.
if it starts to harm others though - it should not be done. - and the sad conclusion is that we keep nerfing the generic stuff - at the cost of players who actually play the generic stuff. - so that the generic stuff becomes so unattractive that no one in their right mind would use it.
