Being a new player for over a decade, I can confirm Vandals and cruiser missiles were cancer to me - for bad reasons. But, I had no issues with missiles themselves, but with missile alert not doing its job.
Honestly, I don't think we should fix missiles, but rather missile alert.
- CD alert and missile/torp alert should be different, if possible (giving second one louder and more scary sound)
- alert must work every time, no matter how many CDs were fired on missile's target
And generally we noobs have no issues with OP weapons, but bugs that can be abused by us, players. In case of Vandals it was enough to spam several CDs on target and disable its alert (or player's alertness), before firing Vandals.
Also big Kudos to devs for trying to make a game easier for a common player.

In line with this, I would actually consider using EMP missiles on a GB if they tracked reliably regardless of CMs etc, and were designed to either bully other gunboats in duel situations or chip away at caps from relative safety. If that ends up being a thing I'm pretty sure I'd be using the EMP missile and another hullbuster inclined missile with it.
It could actually be interesting to see gunships hitting caps with EMPs and then following up with torpedoes from a distance. Essentially scaled up and more daring bombers to some degree. I'm just spitting this out from the top of my head, I haven't really thought about it a lot besides the fact that it could be interesting in a practical situation, and even then I'm trying to base this on preference and experience.

There is no reason to use emp missile when you have pulses which are more reliable and more versatile
