That's it. As of now, the Cassus Belli will be patrolling the fringe of Outcast space. What we need is something to do with these ships. We can't keep them cooped up in Alpha. We should patrol the Sigmas, Taus, and maybe Kusari space.
I believe we should even station one in Liberty space. It will patrol the fields and lay low. It will be frustrating, but we need to do something with these ships.

Not once have we ever minded the fact that the Sigmas used to be regularly patrolled by bith Hispanic nation
s caps and escorts. They all dissappeared with the Diamond/Niobium run. Soooo we need to provoke them :P

Frankly, it is a shame they made the 'superhighway' between Alpha and Theta. I always thought the OC/Sair war took place through the Sigmas - with the poor GMG stuck in the middle and pissed about it!
Maybe run some battles in s-17 and s-19 between each other for a change?

On a note along that line--there aren't many and you have to meticulously try for them--but there ARE Corsair missions against the Wild that pop up at Yanagi and spawn Rheinland and Kusari Wild and even a few scorpions once in awhile. There are also Yanagi misions against Outcasts (very few) by Corsairs and the GMG, Republican shipping, ALG, Kishiro and I believe even the Dragons.
Some justification to be there and something to do other than sit. Junker cardamine traffic also goes through there now and could be taxed if deicately done (while basing at Yanagi--do it away from the base) with the hostility in Kusari hard-wired in.

To be blunt, that's not what I heard, and my sources are very, very reliable. The polls (which I think many of us agree are often inaccurate) showed otherwise, and the thirty or so dissenting voices spoke very, very loudly - calling them the 'voice of the Community' is like calling me the 'Voice of the Outcasts.' Just because I can post walls of text like our late Lord of the TL;DR doesn't mean that my opinion is worth more or less than anybody's except in a VERY few special cases; ironically, capship control is actually one of these (I have all too much firsthand experience with the subject), but my opinion's still not worth anything considerable by itself, or even with thirty or so supporters. This community has something along the lines of 14,000 members; the vast majority of these aren't honestly affected that much, and probably won't take notice. Thirty voices among those are insignificant.

And yet again a thread mutates into an "anti-cap spam" and "give factions more powers over cap usage" thread.
The whole "cap spam" phenomena is a non-issue. If you see your opponent is cap ship heavy, you bring in 6 bombers and 3-4 fighters. Voila - no more cap ships. It ain't rocket science, people. This game favors the small, elusive bomber (and fighter).
I don't know the particulars of the history behind the creation of Eta. I suspect its chief reason for existence is to be a buffer zone for the Outcasts against the Corsairs and BHG.
In any case, if Eta went poof, Alpha would get more popular.

With all due respect Eppy, as good as your sources might be on this matter, when it comes to what was discussed and referred to among the admins when we reflected on the results of the community feedback on the proposed changes - my sources are first hand. ( I was there)
There was a great deal of outspokenness by some members of the discovery community on the issue, and yes - as you intimate, a vast majority of the community that is "here" on the forums and the server are probably the "silent majority" - but what can we do? We are in a no win situation really - if we ignore community sentiment, ( and the only way we can gauge that is via the forums and skype, or via pm's in game) well.... it's easy to guess what kind of flak we'll be in for - however, when we listen to community sentiment, we get flak anyway.
Im not complaining mind you, at least not in this case - i'm a believer in trying to make do and make things work as they are at any given moment. I have no issue re-adressing changes if it seems thats what the community wants. As far as i'm concerned, its only on rare occasions that the door is closed to different options.
