I think people are just too used to Liberty.
In fact (It may be just me, 'cause I gotta have something agains weeaboos but...) I believe people like Kusari too much.
I've been playing a Neutral Trader for about a week now. Got myself a Train, wich allows about 3000 cargo, and with a swift route in and out of Rheinland I make about 17 mil in half an hour. This said route is made 75% inside Rheinland space, so I really don't believe trading routes are the problem.
Just my opinion but maybe people just don't like Rheinland way of RP. Take myself, for exemple, I just can't get used to saying "Heir" every five words. However, I see the Rheinland military an exemple to other houses, and I feel safer inside Rheinland space than any other.
On another side of the story, however, Liberty is crowded. I mean, crowded. There's simply no RP on, let's say, a Lane Hacker/Outcast literally camping just beside Fort Bush but that happens every now and then.
Just because you can doesn't mean you should.
An option would be to enforce defense in Liberty, which is the center of the game, and make economy more focused on importing than exporting. That would make pirates and newcomers spread towards the other houses, simply because there would be no action near on New York. Of course that assumes we'd be strangling the Liberty Rogues, Outcasts and Hackers, but if it is assumed that they can pirate that close to police bases, well, they'll find their ways.
I dont know why Rheinland is unatractive in general , but I can say why it is unatractive to me.
1- I am terrible at thinking up names, especially german ones.
2- I just hate those stupied "heirr"s and "lad"s. All my characters have a plain neutral accent.
3- There is noone there.
4- I dont find the Rheinland RP that interesting. It needs something like the buccaneers, a pure pirating faction. I bet you will atract people then:P

So do I. When I fly trough Rheinland I hate how people spam those and think it actually adds much to their RP.

here is another well...issue I guess would be a good word for it. It's that some of the characters, while being on the other side of the law share view-points.
If we have the LWB fly in and say how much they hate Liberty and Synthfoods, I usually find myself as a lawful in Rheinland agreeing with them. We need more Bundschuh around though, as they oppose the government. When the good guys and bad guys share the same views and actually agree on stuff, we encounter some rather boring and repetative RP...atleast that is how it's been so far.
If the Corsairs attacked again, maybe moving an Osiris into the big cloud in Stuttgart, we would increase the activity alot. Maybe that's a bit too extreme, but it's something to think about.
I love Rheinland, it's just so dark, cold, and lonely. I used to have a Hessian who had a sibling that was a close friend of mine, but when his copy of FL died, I did not have much reason to keep the character....I have considered making a LWB or Bundschuh though.

Okay, both of you now are ranting about creative RP approaches? Thanks a lot. All we can do is try to enhance the server gameplay. And so far the RM only got positive feedback as the most active and biggest faction in Rheinland. It is part of our RP and I shall be cursed if I change that only to suit others needs.

Do you know how many pirate factions Rheinland has? We have four. That is pretty much, compared to others. And we often explained why a faction like the Buccaneers wouldn't make sense in Rheinland.
Shall we scare the traders even more, then with harsh officers and cruel pirates we already have? I guess not.

It is the special RP in Rheinland. All groups, maybe except the Unioners are patriots. Look at Liberty, only the Xenos care about their own people. And in Rheinland every unlawful faction has his arch enemy besides the lawfuls: THe Hessians have the Corsairs, the LWB has Synth Foods and the Bundschuh has Wilde (lore).. so there are lots of things to do, if we manage to get the stone rolling.
Maybe we can add more inter-house relations...Like how the Bundschuh had been dealing alot with the Order in vanilla SP
Maybe we can work that back into play, it would make things a bit more interesting, and give the Order a base of operations in Rheinland to help study the Wilde. I need to look more into the Bundschuh though...but as far as I know most of them are highly educated...I can see their RP getting rather interesting.
I can live with those small words , but some people just make the text close to unreadable... I have nothing against creative RP aproach...
And about the pirating factions , we do have alot of pirate factions , but they arent of the likes of the Rogues of the buccaneers, a "pure" pirating faction. No ideals , no overthrowing the government , just making as much profit as possible out of unsuspecting passerbys.
