Whether intentional or not are these things happening.. you bet they are.
For what it's worth - you now know what we of the BHG| feel every time something happens to the bounty board or our ships are changed without our consent. It's a common undercurrent that more people here play unlawfuls and pirates than lawfuls - and those of us that primarily play lawfuls feel paranoid.
Of course, the question then becomes, is it really paranoia when they ARE out to get you?

Yeah, smuggling is part of our RP, but at this particular moment we're under extremely heavy scrutiny. People are offering bounties just for information on us, to dig up dirt to pass around to all law enforcers across sirius to make us declared criminals everywhere.
So every merc and freelancer in Sirius is running up to us for a quick peek, even lurking at jumpholes waiting for us. This makes even discreet, off the radar smuggling near-impossible since we can't go into certain systems without using these access routes that are now being camped by every pilot out to make a quick buck without needing to fire a shot. We can even prove that we've been ratted out by people flying with Junker IFFs (not that the admins took any notice of that).
So what do we do while waiting for the heat to wear off? Mine scrap off course. Oh wait...

Great and your picture might even be a Congress barge.. and I ask. How old is that picture?
There was ONE time when we were moving scrap to various places and the barge captain picked up a load of cardi after offloading a full load of scrap.
We did address that problem and closed down all barge operations for a time. We also removed that captain from future barge operations.
When we resumed our operation we made it very clear no more attempts to smuggle with the barge. The barge was meant to haul scrap and not for moving contraband. Lastly this was the only time the Congress barge ever attempted to smuggle and it was seen and screened.
As to claim we are just misunderstood scrap dealers.. without scrap we can't do that anymore... now can we?
Simply put the Junkers Congress has always worked to promote the Junkers image. We strive to deal with house governments and comply with many of their demands.
Scrap allowed us to do this despite what you ALL think you know..

The Congress realizes the rp potential of Gallia but that isn't the issue here. The issue here is losing a commodity that has been in the game since the beginning.
Now I understand they needed to turn off mining to test out the player interaction.
As we can see to leave it off permanently is the loss of scrap.
So we have asked.. but still we have no time frame or any information as to what will be done about scrap.

Ships being redone or some changing to the bounty board are hardly major changes to RP, you can learn to live with it. If suddenly there were no more bounties, then you may have a comparison. However, scrap is vital to our image. Whether you believe it or not is not of concern. Without scrap we are dead in the water. Are we meant to RP that we have scrap on board our ships and RP mining it and RP hauling it to the ends of Sirius to keep no one happy but people who prefer to trade?
It is quite clear from your posts that you want nothing more then for Junkers to start smuggling and only smuggling, so that you can then get bounties on them and shoot ships that are hardly combat worthy. Instead of trying to mold us to how you want us to play, why not admit that we have been dealt an incredibly unfair hand here. The exact reason people love to bounty Junkers is because most of them are solo runners that do not have ships capable of defending themselves from large scale forces.

Scavenger. Crimony. He was demonstrating a common ground by laying out a situation in which changes have affected his faction. The Bounty Hunter Guild hunts bounties. When a change is made to that system it affects them to the core. No pun intended.
You haven't had scrap for three days. That blows. It'll come back. Maybe.
In the meantime it sounds like you guys could use a little shake out of the bubble you've made for yourself. Junkers without the scrap mod are dead in the water? Please. The Congress was formed long before the mining mod was activated and were doing just fine.
Maybe it's time for you to adapt a bit. Maybe you could embrace that there's a facet or two to your existance beyond sitting at a dock point in a salvager shooting tin cans which you haul to Invarness. From the way you describe the Junkers maybe the scrap system was a mistake.
So you don't want to haul anything illegal because you're scared you might get caught, or that the mean 'ol BHG is looking for a way to be a bunch of pvpwhores. So then talk to the unlawfuls of Sirius. Get some shipping orders together. Move some supplies to their bases. Talk to people. Rat out unlawfuls to the cops. Rat out the cops to the unlawfuls. Embrace being the sneaky Zoners of the core.
Mining factions have been delt a serious blow, the GMS was based on group mining in a hostile environment. The Junkers were given scrap because I thought it would be a cool addition to their already hefty set of attributes. I would never have done anything of the kind if I thought it would result in the memberbase abandoning everything that makes Junkers cool to become a bunch of insulated rock bashers who scream and hiss everytime their bubble is imposed upon.

Here is the exact problem. Hawk and JT decided to make the Congress a more lawful entity. That was our RP, get it? Scrap was our commodity to continue with our RP. We know exactly what would happen if we started hauling contraband. We would be criminalized in every house, just like Kusari. There is no way to stop some indie freelancer from camping at every JH to take screenies of you, just to send it to every single house military and police. The very act of meta-gaming destroyed any chance of Junkers actually being quasi-legal. The Congress had a choice, continue smuggling and be declared criminals in every single house, or adopt a more legit form of trade in scrap. They chose scrap, that's our RP deal with it.
How about we make mercs not allowed to kill anyone. You guys must adapt, come on, deal with it. Start trading or something.
Well loosing Scrap does not kill off junkers,but it does take away our legal bread and butter living. As for smuggling? I was almost caught 1 time in NY. I mean almost cause i was never scanned,and docked at our base. And just because i was suspected of smuggling cause i never stopped for scan,i was put on KOS list for navy. So you can imagine what would happen if say a congress ship was caught smuggling.
Now everyone knows junker ships make poor combatants compared to most everything else,so being hunted by every house would kill off junkers very fast.
Now without scrap removal certain houses may decide they have no need for junkers to be around anymore,and decide to chase us out. Then where will go? back to Gallia?
