Wrong. A good host that offers colocation can prevent these things from happening, granted some illegitimate packets/datagrams can still get through, but the hardware that they have setup in these locations can deal with these problems by blackholing the majority of incoming "spam" packets/datagrams.
The problem is that not every colocation host offers these services, but the big names in the industry do (Level 3, ThePlanet, Rackspace). They do, however, charge pretty high rates.
