Kusari corporations are allowed into Gallia. Freelancers and such also. This is per mod lore and per player faction role play.
Allowing Gallic Junkers to pirate in Gallia would mean allowing them to pirate 2 lanes away from sell points. It would mean allowing them to do exactly what the Junker ID and Hogosha ID were restricted for doing.
The differences are subtle.
But the main reason that Gallic Junkers can't/don't pirate in Gallia is that they are comissioned by the Crown, therefore are semi-lawful.
While Sirian Junkers are semi-unlawful.
Sirian Junkers are barely tolerated smugglers, fences, and thugs.
In truth, they are the Mafia of Sirius.
They are expected to behave questionably, if not illegally, however much they try to hide their true income sources.
(Think of the Italian Mafia of NYC, they own (wait for it) trash hauling businesses, but that's a 'front', it's not what they DO.)
Gallic Junkers really are just garbage men, working under contract to the crown.
Sure they may move questionable goods for the crown, things the legit Gauls couldn't be caught with, but they are not 'La Cosa Nostra', the way Sirian Junkers are.
Their contract with the Crown of Gallia would be forfeit if they were openly acting illegally.
So, yeah, not the same thing at all, really.

Deadric, (And Snak) you seem to be missing the point that GJs would only be allowed to pirate ENEMIES of Gallia, inside Gallia. They would be acting perfectly LAWFULLY.

Pirating is pirating. Regardless of if it is lawful or unlawful.
Gallic Junkers being able to pirate in Gallia gives them the ability to camp 2 lanes way from sell points; pirate a transport and sell the goods to the lawful base in front of their victims. The Junker ID and Hogosha ID were both restricted to prevent that exact thing from happening.
Why on gods green earth would the admins modify two IDs to stop an activity and then allow another to do it? In role play all three of them should be able to pirate where ever, it is because of game play/balance reasons they cannot.
I thought the Hog and Junker IDs were modded to prevent that, because it would have been illegal to pirate in the house space, and so OORP to then land and sell it on the base.
I dont see anything wrong with doing it when its not illegal, and besides, other IDs already can.
