They don't care what the governments are or what they do, they just care that they fight amongst one another and don't concentrate on the Nomad threat.

Personally I think there are other motives and reasons, whether they are implied or not so. The major one is obtaining alien technology. Nomads have a number of their own plus what they have inherited from Daam K'Vosh, quite possibly a lot of it was too either created or at very least maintained by Nomads, so they have a pretty good knowledge, how it works, how it is made. All that can give a significant advantage to whichever group that would control it, hence the involvement of BHG Core in the conflict. Does the Order intend to prevent other forces from gaining dangerous alien technology? Perhaps, some might be, others may as well succumb and use it themselves. There are many details like that, shades of grey where it's unclear what motives are there, what are the reasons behind. And none of them can be characterized as "good" or "bad". Now some players might prefer clear separation, clear roles as in defining strict heroes versus villains type, however I lean towards shades of gray - i.e. nobody is a hero or villain, rather it's all about conflicts of interests, whether they are hidden away by propaganda or exposed, implied in context or kept away from outsiders. The Order are renegades - they are between forces each with it's own interests, interests that the Order fights against, whether they know so or not. Behind are houses and they too have their own agendas, their own ambitions, prejudices and old wounds that wouldn't heal. Highly unlikely they would pass the opportunity to obtain alien technology and use it to their own ends, whether the reasoning would be to conquer or to protect themselves from their neighbors. It is the influence and the opportunities that come with advantages of technology that is perhaps much more dangerous than the Nomads. These fears have their manifestation and proof in form of power hungry and greedy BHG Core, who want all that for themselves, and yet they too acting out of fear that someone else would get it first. And finally there are the Nomads who have their own agendas although given the nature those are much misunderstood. To simplify and paint all that as a comicbook-like "heroes vs villains" conflict is to deprive your own characters of many great roleplay opportunities, it is to force adherence to strict cliche roles and all-too-predictable lines. It might be the best thing you can do but perhaps few others who still have a little creativity spark might try it at a different angle that allows greater variety and complexity. Disclaimer: it's just my view, nothing else, what they do and how do they see themselves as is their business anyway. Unlike some others who demand this or that of factions they ain't part of.

We have more or less support of both lawful and unlawful side of Rheinland against Das Wilde, so me thinks in some way it is partialy fulfilled.

Actually, Akura, this is more or less just Terrance's personal goal to help a fellow Bretonian, it isn't about the other millions of slaves who die on Malta every year, (Though, now that you bring that up...) The only reason he requested aid from the Order was because he couldn't do it himself as it would be largely suicidal. It was the Order High Command's choice whether they wanted to get involved with this side mission or not, also it's more or less a PR move on Terrance's part, rather than the Order's.
