There is nothing hidden about maneuvreability ratings and they are often explained and copy+pasted from shiparch by me or others. They are also rather simple for anyone to check, just need a bit work.
The explanation on Lancers reactor isn't entirely correct, the strafing and straight flight sections are but turning is a bit more complicated. I made a lenghty one about 2 years ago, but seems like it got lost with forum changes so here in a slightly shorter version:
For turning you indeed have the 9 stats let's take the Templar as an example as it looks like the slowest VHF there is when just checking flstat.
So you go into your discovery folder and open DATA\SHIPS\shiparch.ini and search for the name of the ship (which you can get from flstat, in this case dsy_br_elite2) and there you find:
From these you can calculate max turning speed and turning acceleration along each axis as written here in post #12.
So you get max turning speed: 1.0976 1.0976 1.2057
turning acceleration: 5.36 5.36 21.25
Ships in freelancer first roll (z axis) if you move cursor top left/right so the z axis values are very important for "response" of the ship. Obviously if you would only move vertical or horizontal on screen the z values wouldn't matter at all but it's impossible to hit targets moving in 3D space doing just that:)
If some stats should be in ship infocards it would be these, though they would need to be incorporated so that they get updated automatically, so I'm asking the infocard guys about that.
