Yeah, it kinda promotes pirating. :/
Also, I don't see how it's illegal to play the game that you PAID for, just because Steam wants to get in the way.
Steam wise, I use to have terrible problems with it and offline mode etc. Problems appear to have gone away though. Going through 2 computers and a laptop I haven't had any issues with it.

That's what really has me confused. You need to go into Steam and tell it to start in offline mode - it's one of the settings on the basic steam control panel. Once you do that, it doesn't matter whether or not you have a network connection - that's why it's offline mode. You also have to restart Steam to make that take effect, too.

Yeah, I know, but it won't let you login unless you have these offline mode credentials stored on your computer, and you need an active internet connection to get those credentials.
Once you have it stored on your computer, you can log in normally, but in offline mode. The only problem, is that the offline mode credentials switch between my laptop and my desktop, because I use my main account on both at different times, you can only have the credentials stored on one computer at a time.

what games are you trying to play exactly?
If you could circumvent the offline credential thingy, you could swap logins with people to play games without paying for them. Steam would fall apart without it.

Not true.
You would still have to be logged into an account ONLINE with that game purchased in order to download and install it, so that isn't a problem.
