Why can freelancer use only 2 guns level 9 the hull damage one not shield killers (Heavy Flashpoint, Purple Goddess Chain Gun). If i want to use any other weapons i have to ask factions for permission. I am flying light fighter tiger shark and i can't mount any codanames and the above one do to little damage seeing i can use only 2.
I found 2 hornvipers in the wrecks but aparantly i can't mount them on my ship because they are R-tech. So why do you even have wrecks with guns if i am not alowed to use them in the first place not with out permission.

This is done to discourage people from using these generic IDs, not that it helps since everyone simply tries to request technology grants from existing factions.
If you want to use Hornvipers, simply sign up with any Rheinland lawful faction by ID. ALG, Daumann, Kruger, Republican... all the Rheinland corporations are purple flagged towards the Rheinland Military tech, so they can use Rheinland's guns freely.

I take it you've sen the TechChart in all of its confusing glory, right? Yeah, Freelancer ID'd players can only use a few specific guns "freely". As far as Class 9s go, you have the Heavy Flashpoint, bothDebilitators, and the Purple Goddess. Don't underestimate these guns, though. They may not be exactly as good as some of the faction guns, but they still do plenty of damage.
Anyway, the reason for the restriction is mainly about balance.
If you want to be a military officer or a member of a specific pirate group, you get cool technology and powerful equipment. However, as part of specific group, you're limited in the actions you're allowed to take and the places you're allowed to go.
If you want to be a Freelancer, you get some rather low-end technology and less powerful equipment, but you can go just about anywhere and do a whole lot of stuff. So it all balances out.

A lot of the wrecks are now just small trophies and interesting pieces of lore to be found. You can't always legally use what they drop for you, but you can usually sell it for a substantial amount of credits. They're not entirely useless.
On the other hand, you can request permission from certain factions to allow you to use their equipment. I noticed you already tried to do this with the Hornvipers and the RM, but the RM was less than impressed with your tech request. You should put more effort into your request, giving them a reason as to why you need their guns and what you plan to use them for. Let the Rheinland Military know that they can trust your character, and they might be more willing to let you use their guns. It's not going to be a sure thing, though. They can always say "no". But it's worth giving another shot.

Yes thos are shield killer guns i use 2 class 8 now i need some hull guns. I try Purple Goddess but there refire is to fast and there damage to little. It take me over 20min to kill a player in eagle mainly because i had to evade all the torps and mines but still purple one don't do enaugh dammage for me.
The TechChart is very confusing as is so many rules bean here for 5 days and 3 i speand reading the rules boy this mode has a lot of them. Right now i am afreid to discarge my guns so that i don't accidently break any rule :(.
