How short a memory we all have. The last time Zoners were so nice as to let in Bretonian Refugees, we ended up with Port Jackson and the Bretonian claims to Omega 49. The Bretonians at every step have moved to harass and attempt to subjugate free zoners. Now, we will take Bretonian citizens into our homes, and then what? How long till the Queen uses those subjects of hers as an excuse to try and force more concessions from our community. I have done my utmost to remove the influence of the Houses on my Freeport. So I say here, Freeport 420 will not except any refugees unless they renounce their citizenship and the protection of House Bretonia, and I urge other Freeport administrators to do the same.
Let us not continue to make the same mistakes over and over again.
Lev Shestov.

the gates of Omicron-74 will ever be open to civilian refugees looking for a peaceful home.
For various reasons, in the past, we have developed a social program in order to help those who need a new home. The success of this program was quite moderate so some financial founds are still available and we would be able to take care immediately of 800 civilians refugees. Additionally, we could help around 200 civilian refugees per month to find a new life in omicron-74 or nearby systems.
Due to visa issue, I recommend you bring the refugees to Freeport 9. Then Omicroners would take care of them.
Tell us if you need any assistance.

Greetings Mr Curtis,
Well. Ames is research station, with lab and few services for refugee. And We are in a space abnormality. I don't thinks that will be a pleasant space for them.
Nevertheless, we can do something, if they want to search a new home in liberty ( I don't thinks they want to go in Kusari) we would act as relay.
I have been aware of you communique since yesterday. Looks like a few things are actually unclear regarding Freeport 10 Administration. Freeport 10's Administration is a Council of peers, of which my friend Lucky LeRoux is a Council member for. By rights he his permitted to move things along in regards to the Councils beneficial direction for Freeport 10. I am merely Freeport 10's main repersentative and Council member. I am sorry that you have no knowledge of this but as my firend contacted you first he will be the one for you to continue contact with in regards to this single communique if he so wish's to continue.
I hope that the information I have provided helps you very much.

Dear Mr. Leroux and Mr. Vontaan,
I understand the confusion, and ask you to forgive me for my insolence. It's just that the info we had on Freeport 10 only shows the name of Mr. Steve Vontaan, and given the case that the operation involves the migration of several hundred people, we can't just trust the good will of unidentified zoners.
Again, I am very sorry for hurting the honor of your fellow council member. I agree with the terms he stated and thank you a lot for your concern towards the ones in need. You shall have a visit from the vessel GPT|The.Cure soon.
Best regards,
Cpt. Ian Curtis, Greyhound Passenger Transportation CEO

Dear Mr. Shestov,
Asking hundreds, maybe thousands of people, to renounce their original citizenship is not acceptable at all. It's against a human right. I ask you to reconsider my proposal, by understanding that this is not a political move that is being done, but rather the solution to an urgent matter. I think you know that letting civilians remain on a battleground is inviting genocide to our doorsteps.
Best regards,

Dear Mr.Moebus,
With great happiness I read your recent work, because of all the people we contacted, you where the first one to offer us a more integral and progressive offering. I am talking about that social program you say you have. The fact that we could only move a certain and limited ammount od Refugees made us worry about all the ones who have enlisted for migration programs and wouldn't have the chance. But you say you can monthly relocate some 200 refugees, so this is the start of a more complete solution.
We also celebrate the good response of people on the other edge of Sirius, offering unconditional help in such a way. We will be sending the transport with the first 800 refugees in the next few weeks.
Thank you for everything.
Best regards,

I find that unacceptable, and my station will not be taking in any of these refugees. Many of my fellow Zoners jump at the chance to be nice, to help people in need, without considering the long term effects of thier actions. Many times in the past, this has come back to bite us in the ass. I watched Bretonia try to claim Gran Canaira because of the refugees living at Port Jackson. That situation is exactly as this, we were asked to house Bretonian Refugess in need. It seemed that need was the Bretonian government's need for more territory, a need we Zoners know about very well. I urge my fellow Zoners to reconsider their position and ask for guarantees against Bretonian aggression stemming from these refugees. I don't plan to repeat our mistakes yet again, and I hope my fellows will be smart enough to follow my lead.

I think this is a very interesting matter you are talking about. Indeed we should all think about that.
In case of Omicron-74 I don't think Bretonia can really claim any territory inside our system.
However, it is clear the situation is different in Omega-49. Since in theory Gran Canaria is managed by the 3 main zoners factions, the concerned zoners leaders should start talking about incoming refugees on the planet and how it should be dealt with Bretonia.
You do have a point. Put your hat on and no one will notice.. har!
No, seriously. Your concerns are valid, even though in my eyes, these poor souls are more "stateless" than Bretonian.
Kusari won't have them, nor allow them to be transported through Kusari, with the exception of certain Kiretsus, and a nod to the TAZ.
Do not worry, my old friend. I doubt that Queen Carina will get her knickers in a knot over this; especially after our good Ambassador's efforts on her behalf with the Kanzler to end the Omega conflict.
In one regard, I find it refreshing that Bretonian citizens and companies are actually becoming aware of the situation, and finally taking steps to remedy it.

Captain,
Thank you for your note. Thare is no need for apologies, it was my fault for confusing you and I'm sure Steve has now put things right in your mind about how the Council on FP10 works these days.
Steve and I have discussed your problem in Council and I have agreed to carry on in Liaison with you if that's OK?
Safe to say, your ship, the GPT|The.Cure wll be welcomed on arrival at Freeport 10.

Kallisti,
I've been reading these transmissions during a break in my work and I am most concerned. With apologies to my good friend, Mal, I see Mr. Shestov's point. I'm the one who brokered the Port Jackson accords so I know it well and the original document is secured in my vault.
It is true that I am making efforts to negotiate a peace between Rheinland and Bretonia but it has been very slow in coming and even the Queen herself wasn't the most pleasurable person to me. But, as I'm a man of my word, I continue. I'm not sure that those efforts will translate into any good will towards the Zoners as a whole, especially when most of my diplomatic efforts with Bretonia have produced little or failed altogether. As it is, talk around Sophies has been that some in Bretonia feel that we are manipulating the refugees and mistreating them. I'm not sure who makes these claims or why.
After Port Jackson was signed, it was agreed that the refugees there would remain Bretonian citizens figuring that after the war ends, they would return home. What a ripple effect we've seen since as others decided to play our generosity, even using force to achieve those means. The Corsairs got a colony, a group of Hessians pushed for one. Does anyone remember the Smokeone's? I do. Hints of the Mollies even wanting one were tossed around. Considering all of this, I personally wouldn't care to have more refugees in our care considering how some have treated us.
Matok, Freeport 6 sits right in Kusari claimed space, namely Tau 29. Keep that in mind if the BAF decides to flex there muscle with you there. Kusari patrols are constantly about and no doubt both sides will claim you harbor the other. Don't set yourself up for that.
Baffin, while not really threatened by the BAF, does sit by the same Kusari claimed space. This concerns me. I'm not saying no to refugees in Baffin but space is limited there.
On the whole, I must consult my pineal further on this one.
