It also says that vessels must behave according to ID's permissions and restrictions even if the ones of primary ID are different.

I don't see why would bounty hunting be a problem. I also don't understand why Renegades taking bounty contracts should be frown upon.
Nobody frowns when Corsairs, LR, or any other unlawful faction does it.

I think the issue is that Zelot was claiming something which isn't actually present in the rules. I, claimed the same, as I had long been told it to be so. A quick read of the actual rule taught me otherwise.

Actually after reading Dusty's post a small light bulb went off (mine are all small). The quoted rule does indeed prevent official factions from doing what the RR do. Not using the merc ID to hunt bounties. I think that is acceptable as it isn't mentioned in the rules. It is using technology your primary ID doesn't allow, which is specifically mentioned.

I think what people frown on would be that they're doing it to get around tech permissions. I'm not, to my shame, 100% hip on what the Admins are calling right and wrong concerning bounties these days but I'm reasonably sure that, so long as a pirate isn't trying to hunt an unreasonable party or use bounties to instapop folk they shouldn't be instapopping, there isn't much of an issue or even enforceable concern over a pirate ID player being paid to kill someone they would have been able to kill anyways.

Otherwise it's basically the same as one of those old merc companies using IMG IDs to use IMG battleships and so on and so forth. Or in this case the current flopdoodle and whatnow over the RR boys using merc IDs so they can play with council tech on their murder toys, something which isn't permitted on their presumably preferred pirate ID.

Claims/slander concerning tech permission whatsits is largely derived from the ruckus over the slew of merc/pirate ID questions which have arisen from the council bit. Which is strongly suggestive of merc IDs being recently adopted in force. But, really, at this point it doesn't really matter when they were adopted given the accusations surrounding their use. Which will need to be addressed or pointedly ignored before the peanuts gallery moves on to talk about Zoners or something.

This. The only problem I see is Official Factions being upset that we're using Council tech on our 'secondary' Mercenary ID'd ships while it is not allowed on our 'primary' Pirate ID'd ships.

Although this is fine because we ARE unofficial, we are TRYING to fix this hick-up by opening the up the Council/Pirate ID cell.

Zelot and I had a talk on Skype. I think it would be good to put it up here as well as in the request thread to kind of see both sides...

That's a valid question. As long as you are unofficial the responsibilities of official factions do not apply, you are not in violation of the rules if you use Council tech for hunting Council enemies.

Why is the change needed?

To pirate with... We would not be pirating within the Council ZOI only. Everywhere else is free realm. EG our main operating area for piracy, Rheinland.

Just check the latest Tech chart! only some of the Maquis, unione Corse and gallic civilian crossed with generic ID's and factionID's are bounded to ZOI.
