Greetings, senor Rotch. It has been a while since we last spoke and to be honest that is a good thing. That means things are going well in Theta and I am sure we both like that.
Today, however, I saw something that I did not like. Today I saw a small fleet using Corfu Base both as shelter and re-supply spot. We both know that can not be tolerated. I am talking about a pathetic group of pirates and mercenaries that call themselves Rorry's Renegades. Their gallic made gunboats and outcast made gunships post a thread to Empire and their presence in Theta needs to be removed.
We request that their docking right on both Corfu base and Freeport 9 be removed. I know you do not need any troubles there, si? We both remember what happened the last time and I am sure we both want to avoid any hostilities, but if they keep using your bases as staging points for attacks against the Empire you will be held responsible. We can ignore the random bounty hunter or the lost outcast that docks on Nine but the Renegades need to go.

the Omicroners do not wish to interfere with any of your business you might be having with Mike Rotch, but docking protocols of Freeport 9 are indicating that he has left the Freeport a few days ago heading for the Sigmas. His secretary Paulina Pavlova told us that he has booked a short trip to Hawaii.
The Omicroner Seniors have discussed your report thoroughly and are basically agreeing with your intentions to avoid any hostilities between Zoners and Corsairs according to our endeavors to sustain our neutrality, but they would all like to start this dialogue with the formal but nevertheless still necessary step of gathering evidence. Therefor the Omicroner Seniors are asking for visial proof framing your report.

Your lack of trust is insulting, Seniors. As long as you have access to Nine's dock logs am I sure you can see the ones from Corfu as well. Do not take us for fools by pretending you do not know what is going on there. Today those thugs launched a new attack against our home system of Omnicron Gamma and have proven themselves to be a threat to the security of the Empire. That, Seniors, is not acceptable.
By the tone I am using you must understand we do not wish to point our guns in your direction yet again. All we want is peace and security for our people and I know you want the same thing. You are smart men and you must see how the Renegades pose a threat to both corsairs and zoners.
Once a battle group is in Theta the mortars will start flying again in that ancient system. Those mortars, Seniors, have no soul. They make no distinction between a cold piece of metal and a warm zoner body. You, before anyone else, must remember how many people died in the last conflict, only than a year ago.
I am not threatening you, zoners. I just want you to open your eyes and see the facts. Sooner or later the Renegades will be gone, we both know that. Will the zoners still be there when that happens? That is a call you have to make, Seniors. I must warn you tho', putting the interests of a band of pirates and mercenaries before the security of the Corsair Empire is not the right thing to do. Our security is not negotiable and stalling while expecting the Renegades to leave on their own is a bad idea as well as an insult to us and our people.
I hope you will make the right decision, Seniors. You have 4 hours before a full size battle group is dispatched to deal with this problem. The Renegades must lose their docking rights on both Corfu and Nine before our ships reach Theta.

Dear Corsairs from the Black Sails,
the Omicroners are terribly sorry that Mr Rotch, who indeed is not an Omicroner, is not around, and it is hard to review all his work while he is away. Until he is back, we have to resort to the general guideline of non-interference, which forces us to stay out of other people's business, and leave their actions uncommented.
All visitors of Zoner Bases in the Omicrons are free to dock with them, including the Corsairs not the least. Unless Zoners or their properties are being harmed the Omicroners do not wish to interfere with anybody.

Very well, Zoners, you have made your position clear. We will deal with these pests the same way we've always dealt with enemies of the Empire: we will show no mercy and we will spare no resources until they are eradicated. Just do not come to us crying when civilians will be caught in the crossfire or one of your bases will be damaged by a misplaced mortar shot.
Stay out of our way, Seniors, and you will not be harmed. We recommend you evacuate both Corfu and Nine. That way your people's lives will be protected and the Renegades will have difficulties resupplying.

we appreciate your understanding in this unconfortable situation for both of us. Yet, we are convinced that the Corsairs are very skilled and thus capable to determine their enemies accurately without harming any Zoner or even one of the Zoner bases of Omicron Theta. The precautionary measure of evacuation is not necessary, not in the slightest, because we believe Corsairs can tell Zoners apart from their enemies.
