The GMG trusts this communique reaches the you in good order.
Firstly, the Guild would like to thank Kishiro for its services in securing safe passage for our Trade CEO Azuki Tamagochi to Planet Honshu. It is hoped that Azuki's presence will have a calming influence among the Guild Citizens interred on Honshu, and may even serve as a means of opening dialogue with the Kusari authorities.
But on to the critical matter of trade. As you may be aware, the ongoing blockade of the GMG, by the Kusari Government, has impeded the flow of vital fuel supplies into the Sirius market. I am sure your own economists can appraise you as to the cost of this constriction of supply, as well as the impact of local Honshu suppliers unable to service the needs of Guild Citizens.
Now the Guild is well aware of certain loopholes in the Kusari Legal Codex which would allow Kishiro to ship Plutonium fuel rods out Okinawa. These loopholes do not cover the most essential commodity - H-Fuel.
Furthermore, the Fuel Distribution Contract drawn up between the GMG, RepEx and Kishiro obliges the distributors to move a minimum of 50,000 fuel units from our bases.
When taken in context, the contract essentially obliges our Distributors to move H-Fuel from GMG bases in violation of the Kusari Legal Codex. One can argue that Kusari has no legal right to regulate the movement of commodities it does not own, from bases they do not control - but we also know that such matters are generally settled with acts of violence, and not with fair legal proceedings.
The Guild's legal advice is that it is entitled to rescind the contracts, or simply elect not to renew them when their term expires. This is purely in a legal context, and does not account for the duress imposed on the Distributors by the Kusari Government.
With this in mind, the GMG would like to offer Kishiro an opportunity to restore the balance of trade with the Guild. We are allocating a budget of 250 million Sirius Credits from our Liberty accounts, to cover any losses incurred by Kishiro should the Kusari Government attempt to sanction Kishiro during the course of lawful trade with the GMG.
This budget allocation is subject to the following conditions:
1) 250 million is allocated for H-Fuel shipments to House Liberty.
2) Payments shall not be allocated for shipments to House Kusari. Note this does not prevent such shipments being made at Kishiro's discretion, but rather that the GMG will not pay Kishiro additional money for such activity.
3) Payments will be made as an extra 1000 credits per unit of H-Fuel. Timestamped evidence is to be provided of point-of-purchase, and point-of-sale.
4) To ensure that Kishiro maintains its commercial advantage as the provider of gas mining technology to the GMG, the Guild will pay an additional 500 credits per unit of Mining Machinery and/or Robotic Components to be delivered to the Guild This may include delivery to Furyoku and Isehara.
5) A minimum of 50,000 units of H-Fuel, and 25,000 units each of Robotic Components and Mining Machinery is to be delivered per month. This shall be logged, and payments made until the allocated budget is gone.
It is hoped that this offer shall serve as a timely economic boost to your corporation, as well as the general Sirius economy.

The GMG Office of Trade awaits the response of Kishiro re: major contract, as listed above.
Interspace Commerce has been informed of these contracts, as they are entitled to 5% of the value of this contract. The GMG has set aside the relevant funds for this, as well as an additional 50 million for the purchase of IC Insurance Products if desired.
The Guild encourages its Distributors to open a channel with IC with regards to trying out their insurance scheme. Kishiro has 25 million credits allocated to it to purchase that insurance. We are interested in seeing how IC policies will work, and would appreciate your feedback should you take up the offer.
The Gas Miners Guild (GMG) has decided the best interest for both companies is to terminate the Fuel distribution contract with Kishiro Technologies (KT).
This removes the exclusive distribution rights for KT as outlined in the Distribution Agreement (DA) dated January 15, 818AS.
This action is based on KT's inability to fulfill the DA commitments.
Effective immediately GMG will allow GMG friendly transports to distribute H-Fuel and Plutonium to Liberty and Kusari.
This includes KT and other GMG friendly companies.
The Guild believes this is just a minor change as KT and GMG position for a bright future as we push to develop leading edge technologies and provide energy to all of Sirius.
The remaining stimulus funds for H-Fuel distribution still stands and we look forward to completing this compensation to Kishiro.
