Most people have a trader as their first character. This ship doesn't get "set up" the way you rep a new ship when you have money--it "grows" slowly, from one freighter/transport to the next.
The only way to quickly gain rep to IFF with corps is missions.
Doing missions in the average freighter or transport sucks.
Ergo, people don't get the IFF, because in order to get it they'd have to do something completely contrary to what their ships are supposed to be doing. Rep goes up slowly with trading, but that's not very reliable.
If you want to require a Corp IFF with a Corp id, then it needs to be easier for transports to get that IFF.
I made interspace IFF with Mastodon. House systems (except Gallia) are full of low-level missions so even supertransports with one type 4 turret can somehow do this. Also, CSV fits just perfect for repping.
Problem isn't hard repping - most individuals just don't care if their powertrader looks and acts RP accordingly. No IFF - no problem; Liberty corporation ID with Kusari or Bretonia train - no problem, since it is still not a violation.
I'm pretty sure you're asking for a sanction (or arrest) if you fly with a Bowex ID and an unregistered Kusari train. That's asking for trouble, and I don't think anyone does anything that egregious starting out.
Example: X buys Interspace ID (cause it is easiest to get) with +0.4 rep, then goes to Newcastle and buys Shire (cause he thinks it makes him mighty and powerfull).
Appears: 19864564 + 1 untagged Bretonia transports with Liberty ID.
Solution: extra line in Rules that makes powertraders to look more RPly

Even better solution is the one Snak3 proposed a while back, raising required rep for purchase to 0.9 for corporate IDs.
IC can use Bretonian Commerce Ships. And I actually encourage having Shires, as they RP... protective of their cargo. You know. Roleplay. IN roleplay server, right?

That's nice. Not everyone is as pro as you are to be able to kill fighters with a transport, or that patient.

Liberty corp ID with Kusari ship is a violation. Bretonian isn't.

There's nothing wrong with using a Shire with an IC ID, either in the rules or in RP. Liberty and Bretonia are allies, so why shouldn't a Liberty corp use Bretonian tech, especially since Liberty doesn't have a comparable ship to the Shire?
Requiring traders to do combat missions is less in-RP than having transports with no IFF flying around...
