Kusari Gunboat "Explorer" is a Kusari Civilian gunboat. Its not Sirius wide Civilian.

Freelancer ID will not allow you to own any gunboat except Kusari Civilian. Unless of course you ask for permission from the respective factions on the forums.

Not just any Pirate ID'd guy can own a Pirate Gunboat. You need to be Rogue/Molly to do so. Unless of course you get permission.
Do note however that the rest of the Pirate Line (Excluding Gunboat and Cruiser) are available for use for anybody out there. Yes, that means the Pirate Transport and Train can be flown by anybody.

Then its not an official faction. However, any properly ID'd guy out there can gain access to their respective faction's ships. That includes Gunboats (Regular ID is fine) and Cruisers and Battleships (Guard ID only).

Yes you can. Except for Cruisers and Battleships, you need Guard ID. No need for permission.

thankyou. I think the main problem for me was the fact I thought in oder to use the ID you had to be part of the player faction or get permission.
SO for example, if i wanted to use a gas miners guild ship or guns, i would have to be in the player faction of GMG or get permission on the forums for one of thier ships or one of thier guns.
So when i see an outcast GB in cali pirating, but there is no tag, just a name i'm thinking " wait a sec, don't they have to be in faction in order to use that GB, and if they are in the faction wouldn't they have a tag? Because what got me a thinkin was the fact that after she pirated me, she logged like 5 min later. I'm thinkin from what i gleamed on these forums and what not, that Pirate would Relish somebody chasing her or whatnot.(no i didn't change ships to give chase) But the whole experience just didn't sit well with me, especially since how much weight we all put on RP.
No you do not need to be in a faction to get that ID. You can get the ID of ANY faction you want (Except exclusives like Colonial Remnant and SCRA) without joining any faction.
If you want GMG guns, you make a character. You build him up to full rep with GMG, then you can go buy the ID and roleplay all you want as a GMG guy and whatnot bearing Skyblasts and a Karasu.
I didn't quite get the 2nd part of your post. I am assuming that the GB logged off. After pirating you. Probably a metagamer, saw your ship coming, switches to pirate, pirates you, docks, logs off, returns to whatever he/she was doing.
Metagaming is not against the rules but general frowned upon.
Oh and no pirate would enjoy being chased. I mean seriously, if you just robbed a bank, you would not want the police on your tail. You would prefer to leave scott free without anybody in pursuit.
hmmm, well my question has been answered by you. i have full green with liberty police, navy, and a whole slew of other things. So it should be no problem if I go out and buy a GB for my char.

I understand about the whole bank thing, but i'm thinking in gaming terms. Most pirates say they like the pvp aspect of the game. I mean I guess i can sit and do 1 difficulty combat mission in my GB, but really that would get boring Real quick, so my thinking is Pirating with a GB would be around the same level of difficulty. but I'm prolly wrong.

Try to make your IFF fit your ID. At your repsheet, the one right at the bottom, glowing, is your IFF or Affiliation. If you have the wrong affiliation, people might mistake you. You can drop your affiliation using the /droprep command at the cost of 350,000 credits.
And for the PvP thing, it differs. I hate PvP. Some Pirates may hate it, some may like it. Depends from player to player. A player who hates PvP would try to RP their way out of PvP (like me).

To be honest, the whole thang just smellt fishy. It's like we put tremendous weight into RP and consequences of not following the rules. So here I think someone was breaking em, but to my suprise, i just didn't understand the tech rules and what not.
In my head, i thought only player factions could own GB's(except kursari Explr) and also that all GB turrets were also Factioned owned. So when i was pirated, it just felt kinda cheap RP. I mean here is a bloody Pirate GB just off of Mohavie in the tradelanes. Kinda(imo) like a chinese cruiser sitting just off the port of San Diego pirating commercial vessels on thier way to and from the port.
