My name is Chistu wanabe, Admiral in the secondary fleet of our naval forces.
Normally a man of my rank doesn't write these reports or even deal with reports in general but considering the potentially grave consequences from what happened I felt obliged to give my personal input, insight and expertise. Considering I was also the one who was in contact with the vessel(s) at the time (my comm officer pulled me to the comm station as soon as she saw rheinland vessels pass our glorious capital)
As you can see at the bottom of my message my first step was to 1. get them to stop 2. hear them out.
As you can tell from the way I am talking I was rather surprised that 2 vessels of our defacto ally didn't wish to stop. Not only that but I also do not understand why 2 vessels of the military intelligence service of rheinland didn't ask for permission of passage first either. From what I could understand was that they were being chased by liberty navy ships in kepler and then jumped to shikoku but instead of asking for permission at the kepler gate in shikoku they went their own way and even passed our capital. The weird thing is, is that I figured they would be under way to Rheinland but instead they went to the tau systems and probably passed on to either gallia or leeds, while they should have gone to honshu and then sigma 13 and so forth.

Guten Tag honourable admiral Chistu Wanabe,
Your message is indeed very interesting. From what I can tell you admiral, the Rheinland military does not have any record of Rheinland military ships in Kusari space.
I will discuss this matter directly with the Buro der Marinenachrichtendienst and we will contact you as soon as we get the information regarding the cruiser class vessel in your space.
This is not acceptable and hope this will not harm our good diplomatic relations what are growing thats why I assure you it will not happen again.

We in the Buro thank you for bringing this to our attention. Several reports of a wayward cruiser have been received by the buro lately. We suspect wilde activty may have a part to play in this.
We will be launching an investigation into the issue, and we will be contacting the captain of the cruiser in question.
The buro apologizes for any inconvenience suffered by the honorable nation of Kusari, and issues the statement that this exersize was not authorized by the lawful authorities of Rheinland.
