Here is a modified version of the agreement we discussed during the last weeks, I think now it should satisfied all parties. I invite all Order, OSD and Omicroners leaders to read it again and sign it or comment it if additional changes are needed.

1. Definitions:
- Agent of The Order: any Order IFF vessel (with Order or Order Guard ID)
- Omicroner: any (]o[) tagged vessel
- Omicroner researchers: <list the omicroners members of the omicroners research team> Marco Cabulb, Dankien Moebus
- Omicroner convoy: a group of at least two omicroner freighters/transports.

2.1 Basic rights granted by the Omicroners:
Agents of The Order are allowed to:
- enter omicron-74,
- use both o-Theta/o-Kappa jumpholes and fly in through the sectors located between the jumpholes: {B3, B4, B5, C4, C5,C6},
- dock at Freeport XV.
2.2 Non-Fire Zone Regulation:
Agents of The Order can engage:
- any non-zoner vessel attacking any Order or Zoner vessel,
- nomads and wild vessels at will,
- any vessel that has been proved to be infected by aliens.
2.3 Self-Defense Regulation:
- In case an agent of The Order is fighting in o-Kappa or o-Theta, he is not allowed to escape the fight in omicron-74. Instead, the agent of The Order willing to disengage a fight must dock on Planet Gammu or Freeport 9 (depending which one is the closest) where he will receive technical and medical assistance from the local Zoners.
2.4 Advanced rights granted by the Omicroners:
- Order| gagged vessels are allowed to dock at Livadia Shipyard,
- OSD| tagged vessels are allowed to dock at Livadia Shipyard and Corinth Research Station.
2.5 Reporting activities :
- Each time an agent of The Order uses any weapon in omicron-74, a report detailing the event and proving the agent of The Order was acting in compliance with the "2.2 Non-Fire Zone Regulation" must be sent to the Omicroners,
- Each time an Order| or an OSD| tagged vessel uses the "2.4 Advanced rights granted by the Omicroners", a report detailing the reason why the vessel has used any Omicroner base must be sent to the Omicroners. If possible, the report must be sent before using any Omicroner base.
3. Omicroners sovereignty:
Any regulation mentioned above may be temporary modified by the Omicroners to give additional rights to any agent of The Order. For instance, a non Order| vessel may be temporary authorized to dock at Livadia. By default, the temporary period of time is of 6h.
Any right described above may be cancel by the Omicroners for a specific agent of The Order if this agent does not respect the omicron-74 regulation.
4.1 Basic rights granted by The Order:
- The Omicroners can:
- enter Omicron-Minor,
- dock at the Isis Battleship,
- land on Planet Toledo,
- use the omicron-92 jumphole located in omicron-minor.
- enter Omicron-100 to buy technologies shared by The Order (cf. section 6)
4.2 Self-Defence Regulation:
- The Omicroners are allowed to use any weapon against any non-Order vessel attacking any Order or Omicroner vessel in omicron-minor.
4.3 Advanced rights granted by The Order:
The Omicroners researchers are allowed to:
- enter omicron-100 and dock at Mora and Evora stations,
- use any weapon against any non-order vessel attacking any Order or Omicroner vessel in omicron-100,
- use the omicron-92 jumphole located in omicron-100.
4.4 Reporting activities:
- Each time an Omicroner uses any weapon in omicron-minor or omicron-100, a report detailing the event and proving this Omicroner was acting in compliance with the "4.2 Self-Defence Regulation" must be sent to The Order,
- Each time an Omicroners researcher uses the "4.3 Advanced rights granted by The Order", a report detailing the reason why the vessel has used any Order base must be sent to The Order. If possible, the report must be sent before using any Order base.
5. The Order sovereignty:
Any regulation mentioned above may be temporary modified by any agent of The Order to give additional rights to any Omicroner. This rule is especially useful to let an Omicroner enter omicron-100 as to buy Order technology. By default, the temporary period of time is of 6h.
Share of technologies
6. Ships and weapons shared:
- The Omicroners allows OSD to use Conference vessels (including Zoners weapons if mounted on it)
- The Order| allows the Omicroners to use Hathor vessels (including The Order weapons if mounted on it)
- Shared technologies must be used only in neutral or friendly space where the user is authorized to fly. This implies the user never hang around hostile installations (including all types of bases, jumpgates, jumpholes) or fly in restricted area without the proper authorization,
- Shared technology must never be used while breaking local laws (e.g. Corsairs Laws, Outcasts Laws, etc.),
- In the case a shared technology is used to fight, it must be only in a self-defense or in a situation specified in 2.3 or 4.2 regulations.
Secret Omicroners/Order alliance regulation
7.1 Allowed systems:
- The shared technologies are not to be used in any system containing any House installation (i.e: any installation belonging to House military, House police or any House corporation). This to prevent House government to learn about The Order-Omicroners alliance. Therefore, Conference gunboats must be purchased in Bornholm depot and the omega-41 jumphole must be used to exit omega-15 system. The only exception is the Alaska system where the Order can use zoners technology to supply, repair or conduct any other maintenance task on battleship Atum.
7.2 Usage of ships:
- Hathors are to be used only to escort Omicroners convoys or Omicroners researchers in space defined in 7.1 or to defend omicron-74, Freeport 9 or Corfu base.
- Conference, Corvo and Fearless are to be used only to escort OSD vessels in space defined in 7.1 or to defend omicron-minor or omicron-100 Order installations.
7.3 Usage of the agreement:
Any regulation mentioned above must be used only with a good reason to use it. For instance:
- Agents of the Order are welcome to omicron-74 only if they intend to use the theta-kappa corridor or conduct quick business (repair, refuel, buy goods) in the stations where they are authorized to dock.
- Omicroners are welcome to omicron-minor only if they have a good reason to come (bringing supplies, going to Kusari, buy technology, research purpose)
- In all cases, hanging around is not permitted.
All regulations mentioned above would become void to any pilot that would tarnish the reputation severely of the Omicroners or The Order.

A few things that seem to have been left out:
-The OSD's use of a single Fearless-Class Destroyer as our flagship (The OSD|Pakhet). The Pakhet was originally unofficially approved by TAZ (Specifically Doc Holliday) more than a year ago, but the approval was never posted as it is not technically necessary until 4.86 when the ship will be purchased. Including it in this agreement would make sense.
-An exception to term 7.1 (Systems the OSD is allowed to use Zoner ships in) needs to be made for the Alaska system, as The Order has a base there which we occasionally resupply.
