The file size for individual mod versions is too large for the autoupdater tool to be effective. A .flmod file is much easier for a server to install, too. Subversions (eg. 4.85.1, 4.85.2, 4.85.3) are much smaller addons or changes which can be easily distributed by the autoupdater. So, yes, the autoupdater will be packaged in 4.86 (planned for 4.86.1 and future addons) but won't be used to distribute 4.86 itself.

When Freeworlds: Tides of War is released, they have an update which allows Freelancer to utilise DirectX 9, and they're going to make that update publicly available... it would make a lot of sense if the Disco Devs got that and packaged it with 4.86.1 / 4.86.2. I know this doesn't answer your question, but I've heard no mention of the enbdseries stuff.

No. I've spoken with devs recently, and they all say the same thing. 'It's finally releasable.' So we can expect to see it on time.:)
