Ye, rather than punishing those who seek to use white cell guns on their ships for whatever reason, why not reward those who decide to stick with their faction's guns? Say 110-120% core buff on ships with matching guns.
People hate their stuff being nerfed. So they'll be thinking "I can have this cool setup, or I can get a reward for sticking to my faction's gear" rather than "I have to use my faction's gear or I'll be screwed in pvp."
Giving a buff for the majority of the server will both end up with techmixers being in the same boat of being ultimately still nerfed (as in technmix will still be at a significantly large disadvantage against puretech) with the added effect of requiring rebalancing for any effects stemming from basically adding regen to ships that weren't meant to have such bonuses (EX: razorpulse gunboats with puretech will gain a larger benefit than turret boats, bombers will be able to fire their snacs more often, etc.)

Because the idea is to discourage people from mounting guns/equipment that wasn't balanced for their particular ship, or a particular ship for their ID that they will use in an area of space where none of the other ships were balanced against it. Discouraging rather than encouraging is used in this case, because we want to be able to get the numbers right for equipment against the faction-that-uses-it' enemies.
Rather than artificial FLHook "buffs" that would simply be accounted for in the stats anyway (while the main problem of people mixing technology that they shouldn't be mixing would remain), the way this will work is: work out techmix nerf first, stats buffs/new goodies (like new guns, equipment, the like) come later.
In other words, after the techmix nerf is sorted and works the way we want it to, we will begin slowly adding new stuff for all the different factions and people that could use some more variety, e.g. everybody.
IMO it's a pretty decent way to balance things as long as all the quirks are worked out to most people's satisfaction.

Its the best thing to happen to discovery so far imo.
Creates new RP oppertunities and AND shifts admin work onto the factions in the form of RP.

That's like... erm... paying a marine to use bullets?
To keep balance you'd still have to lower all energy by an equal percentage universally so that the buffed ships are equal to their pre-buff ratio to nerfed ships.
At the moment in a duel, fighters really don't have an energy problem. So this is a pretty hollow proposal. It makes full-faction easier to handle energy, but non-faction gear on your ships really is no worse than before, thus still breaking balance. Extra energy is not nearly as useful as a 25% buff to your DPS, or a 25% buff to your dodging ability.
