yes - no more ID complexity. new players allready need a dictionary next to the mouse. you have the clan tags, the npc tags, level, ZoI, IDs ... i think thats enough allready to confuse anyone ( and make rulequoters happy )
a simple " don t kill anyone level 30 or lower " for higher players aswell as a simple " don t pvp when you are 30 or lower " - after that, we just have to hope that jackass starfliers that like to ram bigger ships will simply blow up.

Also. A red civilian ID tag which will disallow PVP on odd days and Boxing Day. A blue civilian ID tag which disallows PVP on even days and bank holidays.
Finally, a green civilian ID will transform your ship into the lol cat of your choice.

low levels will be protected not only from higher levels - but also from lower levels. lvl 30 takes long enough for true newbies to get to ( so they get used to the game ) and is easily reached for those that know more about the traderoutes and techniques in that mod.
the only thing that might still be discussed is if 30 is the level to set it - or rather 20, 15, 40 whatever. - but it solves the primary issue "the killing of low levels"

Understanding that createing 'yet another ID' is an unpopular option, just hear me out for asec.
*Keep the lvl 30 rule, but create a 'faction bank ship ID' & require EVERY bank ship to have a {Bank.Ship} tag
*Reqire that specific ID for every bank ship for every faction, & make it extremely expensive
*Return PVP to NY
*Empty the offenders accout, & empty all of that factions bank ship accouts by 50%
*If the offender raises their level above 30 in too short an amount of time, it would probably be because they recieved another loan...then dump that faction's bank to zero.
The idea is to force every faction to keep their own members in cheque w/o having the admins waste their own 'play time' having to B-slap every little violation.
if 'the golden rule' won't keep players in line...FEAR will do the trick.

My opinion about no PvP in NY (pros and Cons).
PROS:
1. Real RP.
2. LSF and SA get come thing to do rather than twiddling their thumbs as players fly by.
CONS:
1. A No RP zone in the RP server.
How do we resolve this ? Frankly, the solution was beautiful to begin with. Leave NY as a RP/PvP zone like other areas. We took isolated incidents to govern the gameplay of most. Flying a dagger is an issue in NY ?? well so is a patriot and defender. Even a dagger has enough Kahunas to dodge a highlevel ship and disappear....you cant do it ?, facilitate a better ships for your mates,bring Sabers or OC dreadnaughts to NY to support your fighters, Make LSF pay...for god sakes RP than bitch here. Why are you asking for a concession for your fighters if they are in a trial period. Let them prove themselves. Cause by that logica may I ask that BS's can not attack fighters in NY either cause the offense defense descrepency is the same.... lol.
Frankly, you load up your ship with Cardi? you attack NPC police infront of Manhatten, you have already initiated RP engagement. If you create a new character with a Faction tag...expect your faction to give you some money and facilitate you. Try to survive that 15 minute period. Decent players will leave you alone.
Frankly you have a faction ID in your name....You have a bad guy ID and IFF, Hide from bigger ships. Don't pick fights you cant win, just to whine here. RP. This low level ship BullS*** is messing up the game experience for all of us.

Disabling low level PvP everywhere will not help, all you will be doing is creating an environment in which people will work to remain level thirty or lower to avoid PvP and avoid the implications of actually having to play the game and deal with the consequences of their actions. As I said before if you eliminate the ability to combat each other and to combat the higher level players as well while in New York it prevents new people from landing themselves in a mess. I still believe however that we, the higher level players should be able to shoot back at anyone while in New York. That is key for factions like the LSF and SA to actually be able to combat the issues that have arisen from this entire fiasco.
The Angels are already fairly active and do an excellent job of informing the new players about matters, but I'm not convinced all of them know who to ask when they register. A console message informing them of who they can ask for pointers might help as well. I ask now is it possible to have a bot in orbit that can e hailed with basic server related questions? If so this may also help in absence of those dedicated to helping such as The Angels. As for the ID rules, they are actually quite simple if one takes the time to read the ID information and confer with their intentions. If there was a way to force a EULA agreement for the server onto new players I would suggest that, but sadly...
Implementing a bot like that could be tough but what about preparing a FAQ section in the forums for the probable issues of new comers so that they would find the needed advises there? We do have the rules as the main authority and they should at all costs read them first of all, and as for the second layer we do have lots of beneficial and useful tutuorials already posted and pinned. Maybe we could invest some time in collecting all these valuable sources and melt them in a single section that is dedicated just for the beginners.

I appreciate not wanting NY to be a chat lobby, but the game should have one somewhere. Freelancer lacks a lobby and never had the benefit of something like Battlenet, but any persistant gaming world should have a way to shoot the breeze with people.
