Ok i have a few bil sitting around doing nothing. So i was wondering. Would it be allowed rule wise to put say a 10mil or 20,30,40 not sure yet per kill bounty on all Freelancer tagged, and/or IDd players in say Liberty?
Open to all Liberty criminals, liberty lawfuls, junkers, and Liberty corps.
But, you can have an official sponsor your bounty, which effectively makes it possible. Something like this, well, I can't think of too many groups who would do so.
Or, you can go out and scout them, then make individual bounties for each. It might not fly either, but that'd be because of OORP. Its part of the reason why individuals can't do blankets for random reasons any more.

I guess i could just sit in system and yell 50 mil to kill (place name here) open to any who can hear me in system except freelancers. After all anyone can bounty on the spot right?

God help you if any Navy are on their Off-duty Freelancer ID'd ships.
Ingame bounties are against the rules, you may only hire freelancers in game to assist you in a fight you are ACTIVLY in, or to escort you.
You cannot say "10 mil on Jack.Daniels now!" ingame, or you will be open to sanction. You can only hire them if they are going to assist you in combat on the spot.
So to simplify, you can "hire" help, but you cannot put up a bounty ingame. All bounties must be posted on the forums.
Lane Hacker paying a freelancer to destroy Ageira ship. The Lane Hacker himself don't have to even engage the ship.
Anyway, Ryoken, no you can't. And if you post such a bounty via some official faction sponsorship, well, only people with "Can hunt bounties" line can hunt after them. The rest can claim the kill if they happen to kill them, but that's about it. Which means freelancers will hunt after freelancer ID'ed ship - see the problem?
Also, generally being an arse for sakes of it isn't quite acceptable
