Admirals, this is a message from one of the common interceptors of smugglers in the New York system, based from the LNS Missouri. It has come to mine and the Captain and Wing Commander's attention that all smugglers we've encountered thus far have a very predictable evasion path and we wish to address it.
We've discovered that as soon as a smuggler is spotted and disrupted, they flee. No matter what is said, they will flee. It is my theory then that the order of how we engage be changed to disrupt on sight, lower their shields and hull to less than half, and THEN order them to stop. Otherwise, they will simply flee.

I am a liberty gunboat captain, who specializes in killing nomads and assisting in the research performed in the Liberty systems. The move to make all merc's hostile is a sad move for myself. I fly under a merc ID and commonly used Z21 to pass to Alaska. However i have stopped this due to this ban. I have also read that the SF nomad license is void in Liberty ((i have tried to get one anyway, but the person that sorted it has been offline for a couple of weeks now)).
It is here that i wish to post a request. I request permission to use the passage of Z21 and the Alaska JG to continue my work for liberty. I also request the permission of the Commanding Officers here to allow me to carry Nomad objects into liberty.

At this time Mercenaries are currently not allowed within Liberty space. However you may make a formal application for approved movement through Liberty and it will go under review. At that point you can make a formal request for a Liberty Nomad License.

Today while on regular patrol around Zone 21, I encountered 3 vessels I believe should be designated as enemies of the state.
First, Fla[TT]ermann and [TT]_vival79, real names unknown. Both refused to halt until about a third of the way to the Zone 21 entrance gate, then proceeded on after being ordered to return to unrestricted airspace. They then proceeded into Zone 21 itself. As this was out of my operation area, I attempted, to no avail, to contact local LSF commanders.

Later, my ship was attacked and destroyed by |NoFear|Mrav (real name also unknown, was asked to halt by an unknown vessel supposedly as an Order agent, later scans disproved this), who I had repeatedly ordered to halt and then ordered to leave. He laughed out loud at me in system comms and then said he was going to go to Zone 21 anyway, destroying my ship before I could respond. Currently, I write this from the LNS Missouri's medical wing. I should be ready for service in just a few more hours, due to our extensive funding.

I fly a Bounty Hunter Gunship with a Mercenary ID. In fact, I've just purchased this vessel and ID today. I came to New York, Liberty this day seeking employment when I was fired upon by the USS Titan.
I had a most unfriendly visit. I must say that I had absolutely no idea that there was a lockdown on mercenaries in Liberty until this incident. Since I have no affiliation with anyone and am under no contract by anyone, I do not see how I can be of any threat. I asked numerous individuals for employment (to include escorting traders and assistance with patrols for SA).
From the rumors I've heard, none of the houses want to hire mercenaries. No wonder there are some who accept bounty contracts on you. Now I do not intend to carry out any of these bounties. I'd rather just get a paycheck (escorting traders would be great). But how the heck are we supposed to be good when the good guys are shooting at us?
Could you please give me a break? Let me seek out employment. Even if you do not wish to employ me, let me find some traders that might need an escort here and there.

Sir, my sincerest apologies to you and your family. This USS Titan is not an authorized agent of Liberty, and had no authority to order you to stop except within the context of a citizens arrest. If he indeed opened fire upon your ship and destroyed it, he is guilty of destruction of property and will be dealt with accordingly.
Currently, a mercenary ban is in effect in Liberty because, while some reputable mercenaries such as the Mandalorians, Jupiter Guild or Bounty Hunters Guild maintain a stance of ethics, some less savoury groups choose to accept only unlawful contracts or choose from both sides, and present a potential threat to us as being capable of shooting our staff (A ship identified as Derelict opened fire and destroyed the ship of Fleet Admiral Woolsey as part of an unsuccessful contract killing in New York, in one case) that the majority of High Command feels we cannot afford.
Currently, the sinister forces of Rheinland continue to mobilize for war and propagandize against our noble House. We must stand resolute against our enemies and in unity with our friends. As such, we of the Liberty Navy regret to say that you will have to leave Liberty, attempt to file for exemption on the grounds of ethical practice, or take up a different occupation.
