As you know Interspace Commerce regularly endeavors to deliver 40,000 units of high quality plutonium from our base in Okinawa to Norfolk Shipyard to help provide fuel for the fleet. This month however we are endeavoring to try a different method for making this delivery. Normally these deliveries would be made using specialized radioactivity shielded containers on Stork trains, however since being pushed out of Rheinland, our supply of these vessels has been cut off, and the ones still in service are closely guarded. Rather then downsize to smaller transports, we have refitted one of our Barge-class vessels, the ICV Tradewinds with radioactive shielding.
While such a vessel has been described by our insurance analysts as a "gigantic mobile bomb," our engineers assure us that transportation in this manner is actually safer then the traditional method, and it allows escorts to be concentrated in one area. While Interspace's security fleet will be deploying every available asset, we would ask that you send a force to Galileo to meet the convoy and assist in escorting it to Norfolk Shipyard. Barge vessels are slow, and we usually assign security in shifts, but it is important that information about this remain as closely guarded as possible. This convoy could be an extremely inviting target were knowledge of it to leak to pirates.
If this project is successful it could revolutionize the way we deliver fuel and allow it to be delivered safer, and in greater quantities then ever before. The Tradewinds is currently moored at Furyoku Station in Okinawa awaiting word. I would hope you consider this idea acceptable and are willing to provide additional security. The Tradewinds will not be needed back in the Omegas for some time so we are flexible and willing to conform to your schedule with this delivery. Thank you for your time.

If you would kindly let me know when you intend on sending out this convoy, I will try and allocate forces to escort the ship safely to Norfolk. I imagine that with a barge you will be able to deliver significantly larger amounts of resources, which would potentially benefit both Interspace Commerce -and- the Navy, in that your company would save on the costs of fuel, and -we- would gain a longer lasting supply.
So again, I apologize for the delay, and I will gladly send available ships to escort your convoy into Liberty once we've worked all the details out.

Thank you for getting back to me about this unique opportunity. Currently our barges are waiting in Okinawa at our Furyoku Station base. However there seems to be a bit of a problem. It seems the previous CEO allowed our plutonium export permits to lapse and we've been dealing with a bureaucratic nightmare trying to get them back since I uncovered this error.
Until that mess is sorted out we have a few options for bringing fuel home to Liberty. The most practical would be to simply deliver raw Helium-3 to Deep Space Engineering on Pittsburgh where they can refine it into H-fuel. If you want Plutonium right away things might be a bit trickier. We can use our contacts in Kusari to get the Barge out if absolutely needed. It might also be possible to sneak the barge through the Rheinland border into Texas if their ships were sufficiently distracted.
I will leave the final decision to you and your people as you know the fuel needs of the Navy better then we do. We will do whatever we can to make sure that the Liberty Navy's fuel needs are met on time.
