Konnichiwa honorable Outcasts. It has been too long since the Golden Chrysanthemums have been in regular contact with our friends on Malta. We here on Ainu Depot, as well as the Sisters across Kusari bid you greetings, wishing the best for you and yours. We approach you in hopes that you have not forgotten the long-standing relationship between our two factions, and that while fewer of our transports have been arriving at Malta since the shakeup with the Elder Council we hope to amend that. We approach you to re-solidify the union between ourselves, in hopes that it will grow ever-deeper.
To this end, we are requesting the allowance of two Tridente class gunships from your wonderful engineers and shipbuilders on Valetta Shipyard. In exchange, we are willing to ship almost any supplies that the Outcasts happen to be currently in need of. We realize that the war with the Corsairs, as well as the new Gallic menace, always demands supplies for the effort of pushing our enemies further back into their space until we finally arrive victorious. We here in Kusari are still working hard to slowly transform the populace towards our goals, your goals, and those goals that we share in unison. As always, we are constantly shipping and smuggling cardamine to further Outcast as well as our influence in Kusari.

Your request for two Tridentes has been denied. We currently have little knowledge of your group and your intentions. So, at least for now, you will have to settle with your own equipment which I'm sure is in full functioning order. We may be able to settle for something else if you can explain more in detail who exactly you are and what you plan to do with our ships.

As for who we are, it's quite simple. We are the current Council members for the Golden Chrysanthemums. We took charge when the Elders stopped doing so. Our goals, at the core, are the same as they always have been. However, we take a more aggressive stance at destroying the Samuran economy. The ships you provide us, if willing, will help towards stopping Samura from expanding and weakening the Kusari Navy, giving us a bigger chance to take control and instill a Matriarch.
However, before we continue our talks about the ships, there is something else we must discuss, if you are willing.

Now. What is this about another matter of discussion?
The other Council members and I have noticed an increasing Outcast presence in Kusari. This is wonderful and works exactly to both our plan, and I'm sure yours too. However, a lot of these ships are capitals, Ranseurs and Stortas to be exact. Normally we would accept the heavy firepower with open arms, but they're bringing us both to the attention of the Naval Forces. This is dangerous for us, because the Naval Forces are responding with multiple battleships of their own, and we cannot field enough ships to take them head on.
We must make a request that Outcast capitals withdraw from Kusari. Anything of Gunship class and below is still more than welcome however.

It is not big enough a problem on our end for us to do anything in particular about. In fact, we have heard from the 101st in particular about there not even being such a large presence as you claim. But, in keeping with good faith, we will broadcast an encrypted transmission telling any captains in Kusari to pull back. Though, do not expect any miracles.. So you will have to deal with the problem mostly on your own, as you have done so thus far, presumably.
