Heather Barclay is the younger sister of Martin Barclay, a Lieutenant Commander in the QCO. While she generally admires her brother, she is also resentful that he's chosen to join a faction of the BAF that travels abroad to fight the Queen's enemies when she sees so many foes within Bretonian space. It's for that reason that she decided to sign up with the Bretonia Police Authority. (it certainly wasn't for the spiffy hats)
However, in spite of being named after a flower, Heather can be sarcastic and abrasive at times, which didn't endear her to her instructors. A footnote was made that the might prove detrimental to morale were she to be assigned to an actual unit...so instead, she was put in an Arrow interceptor to go chasing after the lawbreakers. She regularly pokes fun at the Hussars some of her fellows fly, and enjoys showing off her ship's absurd agility to space station crews and bored merchant captains.
