my name's Vince Sullivan and I'm the new diplomatic and liaison agent for the Liberty Security Force. From what I've heard though there's a gap between the house of Bretonia and the republic of Liberty when it comes to exchange programs within the military lines and I'd like to change this.
I've been granted authority from my superior negotiating on the LSF's behalf.

We're familiar with the fact that Gallia is trying to invade your house by any means necessary to expand the foothold they already might have on your soil. This of course is a big threat to your house as it is a growing threat for the republic of Liberty.
As you know well there's restrictions for foreign military vessels to enter your space and we'd like to request permission for our vessels – be it fighters, bombers or transports – to cross the border to Bretonia without having bureaucracy in our way.
The reasons we'd like to enter your sovereign space would be the following:

a) To collect resources and supplies we need to run, repair and maintain our facilities and vessels
b) To enter gallic space for reconnaissance missions and intelligence gathering
c) To monitor known criminals trying to get a foot into the republic's territory
d) To support bretonian forces defending the gallic invaders

As by now we have to make sure that point d) is eligible and doesn't interfere with the laws of Bretonia, the laws of Liberty and overall the laws of Sirius themselves. Currently we've a legal team looking through all the books finding out the possibility of this treaty.

As for point b) stated in our request we would share any intel regarding large fleet movement on the gallic side with you as soon as the data has been processed so there's no chance for surprise attacks on your territory by the gallic forces.

While in your territory we wouldn't cross any off limits systems and/or areas until granted permission from local authorities – BAF, BPA and BIS. Also we wouldn't interfere with any of your operations regarding criminals, smugglers or known individuals even if they're well known and welcome within Liberty.
As for what I can say now we'd limit ourselves to the following systems:

I know that this matter will take some time to be discussed along your lines but I'd like to request a note that every branch of your authorities has received this transmission.

The board have received your message and I am pleased to inform you that after two days of discussions we agreed to let you increase your secret service influence in our space.

Here is the proposal and our terms:
1) LSF can enter Bretonia space with ships of class: Fighter, Bomber and Transport.
2) LSF ships will have permission to operate in systems: Manchester, Leeds, and Edinburgh. If necessary - Tau-31.
3) LSF can create a Temporary HQ in planet Leeds, which can be used as an outpost for repair and resupply of the LSF ships.
4) LSF forces must not enter in other Bretonian systems for security reasons:
- Exceptions I are New London and Dublin - only with permission from BAF high ranked officers in emergency situations.
- Exception II are the LSF transports which may haul and transport cargo freely in Bretonia space.
5) LSF must cooperate with Bretonia Intelligence Service, aka BIS, by sharing any kind of information about Gallia.

We understand your concerns are about the growing threat Gallia but we would not like your special forces to fly freely in Bretonia space. Thats why the proposal contains restriction area for your influence. I will ask you not to take our precations as hostile.

thank you and the board for this quick response to our request. It's more than appreciated that the bretonian authorities are willing to support our cause in this matter. Yet I'm rather surprised to find some - allow me to use this term - weird constraints with this.
I believe you might see our future presence in bretonian space as a threat to your own security and I can assure you that we're not planning on striking against our ally and neighbor.
Please be assured that your response isn't taken hostile in any direction but rather confusing when it comes to the point where the request about transport vessel became ignored completely. If you would be so kind to at least explain this step to me? As far as I'm aware there's been transport vessels from our agency that were allowed into bretonian space on a near daily bases. To be assured, those vessels only serve the purpose they'd serve in civilian matters too, to haul and transport cargo.

For the Tau-31 matter there's something that really concerns me. You're saying that we're allowed to enter this area of space when necessary which means - at least to me - that we need to provide special reasons, right?
The purpose of our - hopefully soon to be - increased activity in your territory is to find a way to enter gallic space while assisting your efforts to keep them out of your house. Yet for an entry point to gallic controlled space we'll need Tau-31.

When it comes to the agreement on Leeds, allowing us to set up a local HQ, I'd like to offer something else.
The =LSF= operates a mobile HQ especially designed for such events and missions which could be sent to bretonian space within the next 24 hours straigt. The vessel itself is a modified Democritus yacht capable of tracking, organizing and leading different squadrons.
With your permission I'd like to send this vessel to the system of Leeds as a first step. This way we could track our movements in bretonian space and beyond a lot more easier and you'd have person of contact right in space in case there's urgent business to talk about.

The LSF transports were added to the exceptions of points: 1) and 4). Your men can continue to haul their cargos without a problem. The reason why we would like to keep the other systems clear from LSF military presence is simply because the LSF presence is not needed there.
You requested to further investigate ways to infiltrate Gallia and to find more knowledge about Gallia in general. To do that you need access to Manchester,Leeds and Edinburgh where Leeds can be your ground from where to set up your plans to scout the distant worlds of Gallia.
If necessary you may request to enter Dublin for further investigations.
If you need more information - you may want to contact our Intelligence service - BIS - and do some team operations with them.

Tau-31 is not under our jurisdiction but we send some forces from York to strike GRN convoys and to interrupt their supplies. This system is well protected and if necessary for your group to move there - you need to be well prepared. That is why you may go there if necessary.

I see you would like to bring a Democritus yacht acting as mobile HQ for your forces. You are free to do so but you will also need repairs for that vessels and supplies for your men. You can get them from the Temporary HQ in planet Leeds.

I think most things would be clear now. If you need more permissions - you will have to discuss them with the BIS board.

on behalf of Director Dawson and the Liberty Security Force I'd like to thank you for the fast response and the outcome of this negotiation.
We're grateful to accept the last terms stated by the board and will operate in bretonian space regarding this contract.

Our gathered recon on gallic movements, technological research and analyzed tactics will be shared with the BIS as soon as possible. Please be aware that it might take some days to forward those informations to your forces due to our operations and radio silence to ensure the safety of our agents.
While staying in bretonian territory our operatives will obey local laws and won't interfere with your operations until asked to do so from officials. Due to the restrictions given by the laws of Sirius we might not be able to provide your forces with full support but I guess you'll understand that.

With the permission given to bring a mobile HQ to operate within your borders I've scheduled the departure of the vessel. She should arrive within the next hours in Leeds to supervise our future efforts.

Dear Admiral Fairfax,

I've been studying the last attempts of our parties to achieve a mutual agreement like the one we've recently established and I can second your opinion. The efforts were lost due to lacks of communication and I hope we'll be able to solve this matter this time as the risks of losing our contract seems rather great to me.

Regarding our mobile HQ - which is already present in Leeds - I can assure you that most of our personal will be stationed right with your people on the planet side while only a spare crew will keep our vessel running.
The main operation will be planned and supervised from the location we've been pointed to earlier but I'd like to keep the Democritus around for special tasks and transport issues if necessary.
Compared to a usual fighter or bomber the evasive capabilities of a yacht are in our advantage when it comes to avoid enemy crafts and cruise disruptor missiles being fired upon us. Also the improved engines are more suited for fast escapes compared to snub crafts.

As a man who's got to deal with a lot of paperwork myself I totally understand your concern about forwarding and relaying messages especially in stressful situations. Though I don't think a vessel like the Hermes would cause any major delays in communications as the crew is specially trained when it comes to such situations.
