Grizzly isnt a mk2 version of rhino, it's a different ship with a different purpose. Most of the mk2 freighters are ~500 cargo, the Grizzly is still 250. Also only sold on one non-guard system, and that's in Minnesota... not exactly the newb-friendly mk2 ship. By comparison the Bactrian is a mk2 version of Mule, 2x the cargo, sold on lots of easy-to-reach bases, same ship model and purpose, etc.

Woah... checked the vanilla files, and the current stats *ARE* the mk2 stats. vanilla only had 1600 hit-points, which puts the current version at 3x improvement
but, it still sucks compared to what the others got. Clydesdale went from 2200 hit-points in vanilla to 21,500 hit-points in Discovery (10x increase!!!), the Kusari Drone went from 3600 to 18,000 (5x) and Humpback from 5800 to 19800 (3x but it started stronger than the rhino is now). So they are all 18-21.5k except Rhino which is weaker than CSV... Okay I understand they are different houses with different threat levels but come on clydesdale got almost 10-fold multiplier, and the other houses ended up in the same range. Rhino should be around 15k with 400 cargo, weaker than the others and less cargo than bret/kusari house freighters, but at least close to competitive.
It's a nice cheap ship for starters that have better cargo than a CSV.
Seeing as most guys fly around in Starfliers until they earn the little they have to have a Rhino, then from there move up to something bigger and more expensive, such as a Camara or Dromedary. I'd say, keep it as it is.
If you push its stats up further, you'll have a very good ship for very little credits.
Up the price as well and the new guys have to mine helium in Starfliers.
Those are some good points. Price could stay low (relative to the others) because of lower hit-points (15k vs 19k for the others) and the lower cargo capacity. Keeping it around ~400 units would be enough justification to limit the purchase price--the Humpback is 375 cargo and costs less than 600k. That would be a reasonable price point for a ship with less HP.
Also I will point out that it takes 2-3 hours of mining helium in a CSV to get the $2.5 million for a Dromedary. It would take less than 1 hour to buy a Rhino that cost ~700k
The Rhino's purpose is a newb ship. Someone just joining the server without any other characters or friends to source money from. Even I have one for the WMC project.
I think increasing it's utility without buffing it's stats might be an interesting idea. Possibly give it a mining bonus for Generic Miner ID or something, to make it a cheap (but fragile) mining ship, or possibly making it generic Sirius civilian (outside of gallia) and selling it in other houses (or interspace bases) for /restarts.
Considering how long it's been on the market, it'd probably be ubiquitous even in Bretonia and Rheinland probably.
yeah I was puzzled about this too when I found out the grizzly didn't have high cargo either. what is the point of the grizzly then? rheinland has similar situation with the humpback and the new freighter, except that there the new freighter has a large hold so it makes total sense that the humpback has lower hold. likely it's to justify its high defenses to counter the more dangerous rheinland space. otherwise it would be way too expensive for newer players starting. but yeah it's obvious the rhino wasn't beefed up because it's still a beginner ship. the clysedale was beefed way the hell up to conform to this idea that bretonian ships are tanks in discovery. what is the grizzly for then if not to be a freighter? I don't see what upping the cargo on the grizzly would do. as I recall it's not significantly stronger than most freighters.
