Greetings Legionnaires,
I imagine you must be surprised to hear from The Coalition, especially when looking into our past relations. Nonetheless, we have decided that it must be us, to take the first step down a new course if we wish to see a change, and so here we are.
Constant warfare is tiring, especially when fought on many fronts, where every friend counts. Looking at our relations with the Hessians and Mollys, aswell as yours, we feel it would be in our best interest to seek neutrality with the Legion. Such a shift in our relations would only serve to benefit both of our organizations.
The Coalition would have less to worry about when operating in Liberty, and we could potentially step up the frequency of our operations in order to assist Legion forces in the area. The Hellfire Legion would benefit by having the strong support of the Coalition to back it's operations and assist in your glorious and courageous fight against the corrupt forces of the government of Liberty.
We feel as though the Legion, as a friend of our friends, could also be a friend to us, or atleast, a neutral partner.
And so we seek to extend to you , an offer of neutrality. We want to end the bloodshed between the Coalition and the Legion, as we have two similar, but also different goals. The eradication of the Corrupt government of Liberty is a goal our organizations share, is it not?
Together, our organizations would present an even stronger force to stand against the corrupt and evil forces pulling the strings in Liberty, and in the long run, with combined forces, we could finally achieve victory for the people.
We hope to hear from the Legion soon, and hopefully with a similar vision of Neutrality, or perhaps more. We have extended our hand in friendship, Legionnaires, it is your choice whether to stick a knife into it, or grasp it in friendship.
While the SCRA may have similar objectives to the Legion, particularly with relation to the overthrow of the existing governmental order, what has always concerned us is the type of governing body that the Coalition would attempt to install. In particular, we have never looked favourably on such a rigid regime that the Duma imposes on its own people.
However, your offer of military support cannot be entirely ignored. This is a particularly serious matter, and I will be discussing it with the rest of Legion high command.
We shall notify you of our decision by the end of the week.

I thank you for your Response, and our Premier is glad you are willing to consider our relations with your High Command. We await your final decision Commander.
The Legion has decided to accept your proposal of neutrality, if you can prove to us that you are capable of providing valuable assistance. We would like you to destroy 10 [LN] or =LSF= ships in total, and then we will reconsider our outright hostility towards the SCRA. Keep in mind, however, that if we catch you working with our enemies, undermining the Legion's influence, or working against the wellbeing of the civilians of Liberty, this arrangement will become void and we will resume terminating you with prejudice.
Should you find these conditions acceptable, you may begin "hunting" at your earliest convenience.
