I think that what can be done is something to add to Xoria's most astoundly good welcoming post to rookies, about ships, equipment, weapons and everything under the suns. Yesterday I saw one guy flying a Nephtys under a LPI ID. I tried to talk to him, but he dismissed him with a, "I like the ship, I like the ID and I'm keeping them." Sure, I could just report him, but most of these guys are doing it out of sheer ignorance. Of course most of this is too from unwillingness to make the least effort in researching about the game's ambience.
The problem is, we kick/ban one just to have another two join...
If you think something is OORP, get some proof, and report it. Dont moan on the forums with " Oh he did that" Or " Well, i dont think that...!"
Discussions can be opend at all time, but give some valid points. Not like this.
I came up with an idea a while back where you automatically get sent a PM that has all the server rules in it when you register. Hence, you can read it all while you're validating!

About bounty hunters and Kusari.... The whole idea, is that the Kusari are a insulated sociaty. For a long time, the Kusari governemnt wouldnt let forgienrs into Kusari space. Now, as Kusari slowly opened to outsiders, there was a rise in crime, Bounty hunters were allowed to be stationed at deshimna station in Shikou to stop criminals from entering Kusari, not nessaserily to hunt them through Kusari space. Isolationism seems to be a cultural trait of the Kusari, from the Government to FA, who want to keep foreign traders out, to Hogoshu, who want to keep foreign junkers out. The trait is that the Kusari in general want to keep other people out. This is why Bounty hunters are not exactly welcome in Kusari space.

I can. Dock with Roppongi Station in New Tokyo. One of the Interspace Commerce representatives in the bar complains (in his rumor) that he has to go to Deshima Station to give work to the BHG, because the Kusari authorities won't allow bounty hunters to base their operations on Roppongi Station or offer any missions there.

The infocards aren't necessarily up-to-date. The KNF NPC faction infocard doesn't say anything about their war with Bretonia, nor does it mention their dislike (if not hatred) for the BHG. The KNF NPCs regularly attack Deshima Station, even though they are supposed to be neutral to each other. I've sometimes seen other bizarre attacks: Samura attacking Deshima Station and KNF attacking Roppongi Station.

The only area in Kusari space where I've ever seen BHG NPCs is southern Shikoku. I've never seen any BHG NPCs north of Deshima Station in Shikoku or anywhere in any other Kusari system. Note that KNF and KSP (Kusari State Police) NPCs will demand any BHG pilots that you have in your cargo hold, as they consider them contraband, unlike the other house military/police NPC factions.

I've seen that rumor numerous times on Roppongi Station. The same information might be in the Roppongi Station information (F9), but I can't remember for certain.

You might have more experience traveling through Kusari space than I have, so you might have seen BHG where I haven't. I haven't seen any BHG along the trade lanes north of Deshima Station. I know that there are BHG SE and SW of Deshima Station, but I'm not sure about NW of Deshima Station.
