Ok, i know it is old but i had similar idea, with this new player spawned bases it could be possible, here are the alternate ideas i had
1.they should be cheaper but destructible like mission spawned bases
2.you know when you sell something to the base and it stays in the market board until you leave it, how about if it did not disappear when you leave market board, but stay there in the same amount, buying selling prices would by default on 0, so it would so it would essentially serve as storage.
3.it would only contain imported commodities.
4.Only those with password can enter but everyone can destroy them.
5.there would be 5 different categories, all in asteroid and regular shape:
A.outpost-50 mil, has only strength to stop few LF-s, regularly only for freelancer and such to be used as home-base
B.Small base-200 mil-has strength to stop VHF swarm
C.Medium base-400 mil- has strength to drive off small fleets with fighters, gunboats and a 1-2 cruiser
D.Large base-1 bil -has power to drive off most fleets wit no more than 2 BS
E.Huge base. 2 bil -has power to drive off almost any fleet, even fully fledged battlefleet
this can be supplemented with weapon platforms and shipyards.

- Make a request for a custom base (expect half of the server to do so since they're mega rich already)
- Approved requests are given custom bases (depending on models available, they may need to be edited to suit requirements)
- The custom bases are then to be added to their intended location (as a new solar object within a system, thus adding content to the mod - which means increasing mod size)
- So that other players can see custom bases, their own mod clients would need to be updated to the version which contains the new objects (this means downloading a mod update each time a custom base is added)
- This process occurs for each time a custom base is approved and added into the mod
Solution - make custom bases as ship types, but this doesn't give you as many features as a real base.
was wondering how is it diffrent from the 4.86 player controled base?
Like Cabulb said, almost a lot of people are rich and would flood admins with base reqest,.. maybe only certain request can be accepted based on RP needs...
If this can be done I would very much want a base/station to call my own, but say I have something iligal in my new home, whats to stop a police blasting my new doors in a raid attemt..."RP wise ofcours"?
I would also like for base to be destructible, makes it more real. but hard to defend while your sleeping in it, maybe there will be a chance to repair it "a small window of time", and get it back.
I forgot to mention one thing, they could also come in normal and forward variant, normal would of course be build in your ZOI, and forward, for twice bigger price can be summoned in enemy ZOI, think about it LN could Summon a base in New Berlin and stage raids from it, and then when RM finds out they would of course try to destroy it and LN would defend it.

That would beat the whole purpose, bases would be destructible to prevent spamming, if someone wants a personal base he better make sure he has power to protect it, or make it big(read expensive) so it can protect itself or hide it somewhere around the edges of the map, if he puts it in plain site it is probable someone will come and blast it.

I think since the Dev team actually produced something to this effect I am happy to say that this has come to terms. So discussion of this stage of it is over. Now when the mod is released whatever we feel about it we'll surely post.
