Incorrect and untrue (just tested it in case it had changed since i last checked).

The Base has a repair cycle.
core 1: BA --> Robo --> SHP
core 2: BA --> Robo --> SHP ---> BA --> Robo --> SHP
etv.
After each repair it checks if the base still has damage. If it hasn't, the base doesnt commence to repair.
Since the wear&tear damage is never enough to deal more damage than the very first repair (here marked red) repairs, the second repair (marked blue) won't trigger.
As such a core lvl 2 base does require the same amount of repair stuff to repair the wear&tear damage as a core 1 one.
P.S.: If you lack one repair ressource, it is merely skipped. So if you lack Robotics on a core 2 base it will go:
core 2: BA --> Robo --> SHP ---> BA --> Robo --> SHP
Since the amount of Food, Water, Oxigen (FWO) is bound to the amount of crew members, which is bound to the core level, the consumption of FWO rises.

As said at the very first page of this guide: writing /base rep as base admin will set the affillation of the base to that of the base administrator issuing the command.
So in order to get the bases rep to LN, you'd need a LN-IFFed ship issuing the command as base admin.

sorry for being a pain just really hard to fill a base with 70k nanos to test it.

As said before, nanos/bats take as much cargospace as they would on a ship.

I tested it with 550 nanos + 550 bats and the bases storage space did only drop by 2 (which i suppose was the wear & tear repairs via BA).

Or in other words: i have 15k nanos and 15k bats on my base and don't lack any cargospace.
