To reiterate what someone else said (I, with my poor memory, cannot remember! I'm sorry!), the Blood Dragons merely don't have the (RP-wise) forces to conquer even a single planet. A station, perhaps. But nothing that would really have an impact upon the whole of the Empire. Not to mention, of course, the fact that the Blood Dragons would be against the GC, the Corsairs, the KNF, Rheinland (I think Rheinland is Kusari's ally, at any rate), and whatever mercenaries / bounty hunters that could be hired from Deshima.
But again. Merely hypothetical conjecture. Fun, but ultimately pointless sans a nod from Igiss.
I think a war on two fronts would seriously hassle the KNF to be fair... the Brets have managed to dig in firmly and should the Dragons make a hard push against the KNF, the Brets could take advantage in the Taus quite easily.
To be fair, Blunt, the Blood Dragons lack the necessary resources.
How many planets do they control again?
The KNF have been fighting the Bretonians and the Blood Dragons since the Bretonian-Kusari war broke out. So far, the KNF hasn't been crushed, and Samura is still in (relative) control.
It would take some sort of an in-game RP event to suddenly upset that power.
I believe Rheinland would be very interested in helping Kusari out.
They don't want to be attacked by all three houses, do they?
And Blood Dragons are cooperating with Brettonia, that means next Kusari government would still cooperate with them, probably.
Brettonia and Liberty are on good terms, adding Kusari to their alliance would be too much for Rheinland.
So, to keep it balanced, Blood Dragons shouldn't take over Kusari.
They could try though.

You don't need battleships to play a faction (lots of Xenos these days, for instance...), but if they are there it might make sense if they made a difference story-wise.
I guess I'd just like the presence of certain things to make sense. Now, whilst I disliked the idea of a Dragon BS to begin with, and I certainly wouldn't suggest removing it, it would be nice to see the storylines taking into account the fact that they actually exist.
The vanilla card has been played. There are no researchers within the Blood Dragons. Therefore, they wouldn't have developed a highly-complicated, high-personnel ship. They had very few people as it was, I doubt they'd risk placing lots on a big flying brick.
We can assume that they really do have battleships, but we can't assume they had a super population boom resulting in enough people to command them all.
Why would they build them if they can't crew them? They'd also need a fair amount of people to build the things too...
That's why I'm suggesting a surge of civilian support for the Dragons, with a boost in memberships from digruntled Samura employees and the like.
If they don't have the population, they wouldn't have the battleships. However, they do have the battleships, so should probably have the population, right?
Maybe they have only one?
Like the order had it's Osiris?
It can prove useful for some operations, and they could certainly train enough men for one of those.
But one can't win the war though.
It makes enough sense to me.
I don't like the idea of Dragon population boost at all.
They would transfer from "few fighter aces" to "many battleship captains".
It is completely changing the Vanilla i think.
