faction leader not aviable?

what is if an official faction leader is not aviable for a long time, what happens if no one else do the things he does?

talk to the second-in-command. usually when a figurehead takes a break the chain of command is left intact.

Faction mostly have 2ic, this person will run the faction while the leader unavailable

edit: i mean RFP| the leader is away and no second in command if so then i did not know who it is and also the members haven't an intuition who it is...
