The commodity trader at Bethlem Station has the Discovery PVP rules for sale.
Last time I clicked on them I got banned automaticly, apparantly these are not for sale here, so is this a glitch with the server, It only appears once in awhile

Triple checked, I'm afraid it's definitely client side! You'll have to uninstall Discovery, uninstall Freelancer, then make a clean, unmodded installation of Freelancer and install Discovery 4.86 again. Keep in mind that the original Freelancer must be without any mods activated while installing 4.86.
