Rule Abuse? Rule Changing to suit a situation for a player?

When I decided to be a pirate, I read the rules and the wiki guides carefully to make sure I didn't muck up whilst pirating and end up getting myself sanction etc. for doing something wrong.
Going about my pirating days (I am much more experienced than when I started) I have recently come across two things which I think are rule abuse. Players have told me these things, and I say that I haven't seen said rule/exception mentioned anywhere. Although I could always be wrong.
Apparently:
1. The 4 hour rule applies to all ships but freighters and transports.
That means that a ship of those two classes can die in a system, then come straight back (e.g if they were mining, they died, they can come back. Or if they were hauling, they died, they can come back). But then, if this rule applies, what am I supposed to do? I've just killed them because they didn't give me money, now they can freely waltz back in and do as they please and because of the engaging rule, I have to sit back and watch them walk by because I can't engage them. Doesn't that just make trading, mining and hauling completely risk free?
2. You can't pirate ships that don't have any cargo on them.
I really don't understand this one, when I ask people about it they can't show me solid proof or evidence that it exists though. This is stupid because, as a pirate, I go for money not cargo? I can also target snubs and cap ships if I know I can destroy them if they refuse to pay, and they won't have any cargo usually.

Like I said, people haven't been able to back it up when I question them. BUT they say that 'others' have been spreading this. So pretty much, unless I'm wrong, someone is spreading fake rules that are causing confusion.
Can someone hit me with some solid proof so I can know if this is wrong or right, and in the case it's wrong I can link them here?

The 4 hour rule applying to transports and freighters was added relatively recently. Not many people know of it, not to mention, that the rule mostly relates to the guy who died. If he dies and moves to another system, YOU can still attack him if you want. Not to mention traders returning to the same system they died in is a good thing for you, because hey, more blue messages

As for the second thing, the rule does not exist. You can demand anything from cargo to credits to RP demands. Just because they do not have cargo, does not make them immune to piracy. But since denying your demand will not really hurt them financially, I suggest asking less.

This used to be the case, however transports and freighters are no longer excempt from the 4 hour rule. If they claim they can they are either mistaken, or lying. You should politely tell them to re-read the rules, if they ignore you and go back you can file a sanction report.

Also note, even if they could go back, there's no reason why you couldn't pirate/engage them anyways. They can't initiate an attack against you, but the destroyer is free to pirate the destroyed again.

This rule is bogus, you can pirate whoever you want, with or without cargo, snub, cap ship or transport. The only people you couldn't pirate are players below lv 30, unless the ship you use is under lv 30 to. If someone tells this to you, just carry one, if they refuse to pay, then kill them.

It's been around for at least a year, I assume since 4.87 was released. Most people if they don't know it, should do by now. I'd have thought it common sence to at leaat re-read rules after every new version gets released

There is only one case when you may not pirate an empty transport - and that is when he recently was killed and is now trying to leave the system, in case he respawned in the same as he was killed in.

Edit: And of course if that transport killed you within 4 hours before, but in that case you may not pvp any ship that killed you before.

Trade ships have two considerations: You have to make a demand before killing (check your ID for specific demand restrictions--indy pirate can only demand credits or cargo), and they can dock under fire without taking PVP death.

Be careful about engaging the same ship repeeatedly though, some of them will complain about harrassment.
