We express grave concern about future steps taken by Omicron Supply Industries, while we find Admiral Weissman's reaction too harsh, we consider it justified; it is uncommon to see peaceful Zoner insulting Rheinwehr admiral.
Fine which was levied upon OSI, 15 Millionen Krediten, was generously small sum, after debate the Bundestag decided to issue new terms under which OSI may return to Rheinland.
Omicron Supply Industries is required to pay reparation in amount of 50 Millionen Krediten to the Bundesrepublik, moreover for a trial period of 1 Month all OSI freighters and transports travelling both through core Rheinland space as well as through independent worlds bordering Rheinland are required to contact any Rheinwehr, Polizei and Buro Primaryfleet members on-duty, inform about their route, cargo and destination, and will comply with all demands our pilots may deem as necessary to issue.
For a trial period, Omega-11 system is off-limits for OSI's transports.

We will pay the 50 million fine to an organization, that helps the poor, jobless or otherwise disadvantaged citizen's of Rheinland. This is due to the following two reasons: We cannot hide the 50mil payment from our investors and share-holders. Therefore the recipient of this payment will be publicly known, whether you intended that or not .
And I believe it would look way more favourable for the Rheinland government if it would not appear like it depends on “foreign” aid so to speak. And of course for OSI cannot be seen "funding" a government , which is against our core belief. However, as you may know OSI is involved in many benefit-programs which would then not raise additional questions by the acquaintances and relatives of traumatized crew, which – by the way - are still not cleared for duty.
Also this would clear out the issue about the term "reparations". As you have not layed out and specified the damage caused by the alleged action of said ship, for which we now should pay reparations.
We accept the need to contact your Police forces for escorts, but I hope that you understand that if OSI vessels do end up being pirated whilst doing so, can act as a testimony to what I have said about the inability to protect foreign ships.
In regards to the apology, I will accept nothing more than a personal communication from the Admiral himself, asking for the apology and outlying what it was he found insulting, as it is not in my nature to apologize through a medium.
The Ban on Omega-11 will be honoured as requested.

let me explain, your organisation is to pay fine, we don't speak about "funding Rheinland" or "donating charity" here, if you are going to hide fact your company has issues with entire House before OSI's shareholders, I really don't know what to say on this.
Damage which was done was not informing our police and navy one of your transports was hijacked, we can only assume before Secondaryfleet captain reported said ship is used by hessians it smuggled many more shipments, which funded terrorist organisation with significant amount of money. On that basis we demand Northern Star's crew to be at our disposition for interrogiation by Bundespolizei detectives and Buro agents. This is issue of state safety, and as such that request is absolutely non negotiable.
In reference to your next point not only Rheinland, but all police and navy forces in Sirius are very efficient in scouting the way for trade convoys under the term they were contacted before leaving safe vicinity of well armed stations and border outposts, not after pirate raiding party turned off tradelane few kilometers before transport.
