I set myself a large task: I would like to go to every system in the game and visit every base, dock at as many of them as possible.
The question is: what is the best ID/IFF combination for this task, with which I can dock everywhere? I was thinking about a Zoner IFF+ID. What is your opinion? I don't want to choose player faction (OSI for example), as I would not be able to fulfill my duties as a member, and that would be ooRP.

The restart will set you as a Gallic civilian, so the Gallic Royal Navy and associated factions won't shoot at you. You'll be able to visit the other houses without a problem, assuming you resist the temptation to blast the Bretonians on your way past.
OK. I asked, because if you use a clean start (even without /restart liberty), you are hostile by default to some Liberty House unlawful factions, so I presumed it is the same with Gallic start.
Same question with this: Gallic restart won't set me hostile to the Gallic unlawful factions?
No, it won't. The /restart commands are intended to allow you to set up a character in a given house, on either side of the law. The Gallic restart will leave you neutral to the Council, Brigands, Corse, and all their ilk.
Each restart leaves you hostile to a few factions, so there's no way to get a "neutral to all" rep sheet fresh out of restart. If you want to be neutral to every faction out there along with their guards, it's gonna take some time, effort and money for bribes.
However, closest you can get to that rep without having to fly around for hours fixing your rep is what Zynth mentioned in the third post.

The main purpose of this is to map the entire playable area, have as much things marked on the map as possible. Is there a chance that I can get a neutral ID for this purpose?
Neutral IDs are generally only granted to Angels and SRPed Camera Ships. Since that ID belongs outside of the RP environment (Doesn't exist InRp) and your character is an InRp one, I doubt there'd be any explanation you can offer on why your char would need that ID (since it technically doesn't).
Unless you're planing on using a transport larger than 3.6k of cargo on that char, Freelancer ID would be your best option, as unlike other IDs, it doesn't have any repninjas. (aside from the obvious repninjas to admins, nomads, wilde, etc.)
