Freelancer is the closest you can get to it. Zoner is hostile to GRN meaning they cant dock in large parts of Gallia. Wild and Nomads are hard-locked negative rep and you will never be able to dock with them, same with some of the closed IDs. There are also a couple of factions that prohibit freelancer docking, such as LWB already mentioned and maybe more now or eventually. Guard factions wont let anybody dock on their bases until bribes and/or missions are performed. Coalition/SCRA is another issue, you have to buy their ID to be able to dock, then drop the ID and fix your rep with every other playable faction in the game since they are hostile to all (more or less). So you have to do all that if you want to land everywhere that is possible for a player to land.
I have a freelancer ship that could dock on every open faction base at one time (before Coalition was open ID). I installed the Coalition ID to get those docking rights, and now I'm slowly working it back.
Some people say they have done similar by killing Xeno non-stop, but I've never tried it and I have my doubts about its actual effectiveness.
Ponge don't waste your time by doing this on an RP server.
Making a char neutral to the NPC factions means absolutely nothing on a roleplay server to the player chars.
I't easier to make a all-neutral char on a local server with a fully explored map by using the FL Server manager by Cannon
Could you explain this server manager thing a bit more into the details?
Anyway, the main goal is to explore the entire map, have all things marked on it, not to be neutral to all. But it is easier if you are neutral to most of the factions (I think).

Or just use the single-player mode, I believe that sets the player to fully neutral
If you want to explore all of space you might want to do it on single player, no other players to worry about, or cap patrols (at least if I remember right you don't get em in single player now) and if you don't log after 6 months, you still have your char.
