It kind of makes no sense for there to be any nerf on house and sirius wide tech by any house lawful factions to begin with :| the technerf is supposed to be A) balancing out OP tech mixing which is unlikely to occur with sirus wide and house civilian tech, and B) simulating a lack of parts or maintenance capabilities of a particular faction - which would be equally stupid since civilian parts should be the easiest to get a hold of.

As far as I know, this is a mirror of the 10% nerf for corporations using their house's military tech. While that is a fair enough encouragement to use 'more fitting' civilian tech, in the other direction it is rather strange to be better off in a Stork or Crane than your house BTrans or 5ker.

Both sides, house navies and house corporations, should have 100% at each others' tech, ships and guns as well. It doesn't make sense to limit RP opportunities for them in a space shooter, PvP is equal and valid form of RP.
