If I remember correctly its a "invite-only" group but I might be wrong, could you clerify that? regarding the faction, good luck, but don't expect to be welcomed with just cap ships.

Best of luck, if you do please let me know, I tried as well and contacted the head of the LNF, his reply was that no permits or exceptions have ever been made, even for lawfuls. I would love to hear that they have come up with a system to deal with this!

Clicking the link probably would have assisted you in seeing the Recruitment thread as their second pinned thread. As far as I know, the only official invite-only factions are the K'Hara and Wilde.
