I only know one RM BS with JD , the only think he is ever doing is either dieing or running . He can use the JD the way he likes .
Still , CD having fun with JD ( as with cloacks ) will be appropiate . Maybe in 4.87 the JD will have that "isue" .
Why not just make it: If he recieves dmg the activiation time always gets longer ? Cap it on a max for example 10 seconds and fine.
Or when you know where it comes of,place someone who welcomes him and gets the ss of him docking -> Sanctionlancer for the win if he is such a big pain for you.
And there is no rule that RNC can't go into NY,it was just an agreement otherwise you would have LNS sitting 24/7 in obrit around PLanet NB and shoot RNC when they undock or enter the system and the otherwise round.
RM can go to NY, remember, anyone is allowed to go anywhere (except for nomad ID). They simply cant attack people outside their ZOI - generally 1 system further than their NPCs.

There were RM ID'd Battleships sat outside Norfolk Shipyard with MND ID'd cruisers only yesterday pew pewing every Navy - IFF'd ship that undocked. Its one of the reasons why I generally just stay the hell away from these fights these days. I remember the days when these fights were fun, seems various backhanded tactics from the RM these days has put me off them completely.

This. If you need to deactivate your guns to go into cruise, deactivate the guns while jumping.
While it also makes sense that you'd want a stable as possible position when jumping, being hit by NPCs(and PCs) would make this a hassle. I'd be fine with no cruising while doing so, though, as you shouldn't have power diverted to both at the same time.
