"Independents RPing as members of existent Discover factions should not exist." you re not serious about that comment, are you? - you have shown quite an extreme point of view about independents, but that one is just rediculous - but i think you are not meaning it literally, otherwise there is only generic IDs left for independents. or if you refer to existing discovery playerfactions - its only like LWB, bundschuh and alliance left - pretty much every other faction does have a playerfaction.
hm i think the independant cap whores, are problem, big problem i agree with that corsairs have no bussines in liberty ( maybe when they escort smuggler with fighters ) but only one little question, where was all the liberty independant cap ships that always hunt me when i jump from alaska or all the cap ships that are needed to hunt one fighter? i think with that fleet, that was on my tail yesterday the corsairs are dead in zone21 before reach trade lane.
independent cap ships are problem, but not only corsair problem, but problem of all sectors.
I mean, if you are going to RP as a member of a faction, then why not join it? Otherwise, you are just a lone drifter who has no goals or organization.
If there is no player faction for a particular faction in FL, then the above point is moot.

Been done to death, you guys are chasing your tails. You talk talk talk, and nothing gets done. You want something done? Put it to a freakin' vote, and stay the course. Restrict capships or not, do something! Don't just sit around debating!
so - since i RP as a zoner, i should either join the TAZ or leave? - teasing, i know - it doesn t apply to all factions, i guess... - but maybe someone simply doesn t like the way a faciton is run or what a faciton is about, and we cannot really say its exactly easy to create your own faction.
don t get me wrong. i don t approve this ooRP behaviour - its a bit strange to make such a general comment about basicly all independents.
Agreed with Jinx, there are quite a few of great RP-ing independents.
You can't just force them to join a faction and be under someone's command if they don't want to.

There are a couple of facts about this that we all have to come to grips with.
1. This cannot be changed by anything that happens on this forum
2. This can only be changed by either directly or indirectly influencing the enjoyment of the players doing this.
2.A. Directly : The overwhelming application of force by other players to pwn into space-dust players who view Disco as just another 1st-person-shooter-game.
2.B. Directly : Console-Level power applied to remove these players back to the systems they belong in, Admin kill them, or whatever else that is useful
2.C. Indirectly : Refusing to play the game their way. Leave the system, dock, or otherwise avoid them so they can only play with themselves (this has the drawback of only working if EVERYONE uses it simultaneously)
Before any of these are used, the "offenders" ought to be told to go back where they belong, because they aren't wanted, and if they refuse, then it's time to take their fun away one way or another.
And that is the bottom line : you have to take their fun away completely and show them that the only way to have fun on Disco is (for lack of a better way to say it) playing the game our way.

Faction vs Indies, a little off-topic rant then...
Tell you the truth, you'll see faction members roleplaying good, and you'll see indies roleplaying good... and obviously the other way around too. It's up to the individual player how good you are at roleplaying, you don't magically become a super roleplayer just because you've earned a faction tag. Sure, sure, factions won't accept just any "noob" into their ranks. But people, come on! Just because you're an independent player doesn't 'automagically' make you a cap whoring OORP blabbering idiot, does it ?
On topic then...
Make cap ships more expensive, with stronger firepower, but weaker against attacks.
