The thing is, today i encountered a guy that first take out my shields with torpedo i guess, and then ask for the money, my question is, shouldn't be the other way?, i mean, first ask, then take out shields?, just that, cause we had a discussion on that and he says he can shoot but not destroy me after he asks. If this is true, then i can get anyone leave him with minimum armor and then ask.
a actually Pirates are aloud to deal as much damage they see fit until they can demand money from a trader.
But they are not allowed to kill you before asking for money
Most pirates will CD or Take out your shields then ask from my experience

he is allowed to deal as much damage as he likes before he makes a tax/donation/cash demand, as long as you are still alive to consider it.
so in fact, he can shoot you for so long that you are out of bats/bots and down to 1% of your hull and THEN he can make a cashdemand.
but he must not kill you without asking for you the option to buy yourself out of this situation.
about how its good or bad roleplay....
its hard to say. if a trader is uncooperative - like not cutting his engines and STOPPING when asked to but keeps flying at travel speed, or worse, engaging his cruise or flying evasive manouvers, then the pirate can and often will give his words more importance by shooting at it. So with the exception of those two IDs mentioned below, any unlawful player must allways ask you for a tax of some kind before you blow up. And any pirate should of course roleplay why he asks you for this tax if the situation allows it.
mind you, a pirate can damage you to 1% hull and then ask you for 999.999.999 credits if he likes - but its generally not really good RP, cause everyone knows its not being payed.
"6.19 Pirates and terrorists have a right to deal as much damage as they see fit before or after demanding money from a trader ship, but killing trader ship before demanding money is not allowed. Attacking traders or demanding cargo is not allowed for cruisers and battleships, unless cruisers and battleship belong to Terrorist ID or Phantom ID owner." ( rule section )
Your RP will also determine how the pirate treats you, unless the pirate has no sense of RP himself/herself.
For instance, if you are a BMM tagged and IDed trader, a Molly pirate will probably do a lot of damage before asking for credits, and will probably ask more than the typical Liberty Rogue.
