Those are the kind of people we'd be willing to drop. They come here with no intention of RP but to get the biggest ship possible then to just lol around in it.

If you get shot in a snub from a cap, I'm inclined to say it's your own fault in 9 out of 10 cases. Snubs gank wholeheartedly too, and they are 50% responsible for the botfeeding; so I fail to see how that should be something particularly capital ship pilot related.
I tend to agree with what Jinx said in the first page of the threat.
Having caps "open use" is very different from area to area and role to role.For exanple,flying a snub in the house space is ok because most of th Lawfull will tend to ignore you because caps really lack the speed to intercept things so in house systems there is a fragile balance,pirates want to get in hit hard and bail fast and a cap wont do good at this role since it will draw attention from other caps while snubs will most likely draw attention to other snubs,but if you depart a bit from the general population area and head to the Edge/Borderworlds you will notice that a cap is a "must have" in therms of survival,here you will most likely encounter other "big guns" and the primary reason to this is that most people buy big ships to farm missions more effectively,thing that a bomber wont handle.
THe ships system is very balanced as is,mostly....
Liberty has(had) its daily Freelancer pirates brawl while Corsairs had their daily raids from RM/Hessians/OC.In the first example the cap is not necesarly but in the second is a must.Cap battlestake at most several minutes,depending wich ship clas vs wich ship class but snub fights take longer expecialy if thir pilots are experienced ones and while you say "CAPS EVERYWHERE" that is not ture,most experienced players chose snubs to show their skills and skills you need when flying snubs! You basicaly need no skill to fly a cap but dont think that if you will stay solid as a stone and hit things you will survive.Apreciate that new and weack players fly caps,apreciate their lack of skill and their numbers

You know, sitting still is not a requirement to be a victim of an actually successful gank and missile spam. Just find yourself in front of a cruiser and the majority of your solutions become void. Or find yourself surprise buttfracked the moment you undock.
Look, skilled hatchet players can outturn Cruiser missiles in their dessies without using CM's even, surely you can do it in a fighter too with some practice.
What about a bomber with a screamer/snac combo? Or gunboats with razors? Or fighters with MR+Nukes? Or hostile bases guarding jumpholes with platforms no one can escape from?

On a more serious note, it seems we derived from the main point here, which actually was to control caps not used properly. (e.g. Legate in Lorraine, just imagine how silly that can look like) Let's not turn this into a gank-antigank debate, we should better stay at the original subject. (But yes, make bases SRP too.)
If your problem is out of zone caps, the solution is pretty simple: Make hardcoded ZOI's on the ID, give official faction Special Operative ID's for their caps or grant them more freedom on the unique ID's for those official factions that have them.
You would still get killed by Outcast caps when you decided to lolraid Alpha though
Also I've seen an officially tagged GRN Marduk in Leeds... You put too much faith in the faction system, granted it is the best (and only) system we've got, but its hella far from perfect. A tag is 0 guarantee of anything.
