Get over it, caps aren't the problem, new players that barely know anything, thats the problem. Ive seen two kinds of new players, one, wants to learn as much as possible. Two, " i dun care, I want cap, I am invicible ". Before we blame anyone, we need to explain to new players what caps should do, and what should not do. Ive helped alot of new players who thought " cap=invincible ". When someone sees a Lib Dread kiling a starflea, they get mad at him, and yell at him, and laugh. Why not you don't do that and explain to him. We were all there, when we were new players, killing everything and thinking caps were the best. You got help from someone didn't you?
So, the issue isn't caps. The issue is players. We got that pinned down, right?
If you wanna improve Roleplay, remove the roleplay-before-engaging rules. The server population will rise, cloaks would become amazing tools, and those who'll bother with roleplaying will step up their game. Iunno why Caps would be an issue in such a setting. Keep rules for interaction between pirates, miners and traders, though.

Remove might be a bit far. But maybe loosen the rp-before-engaging rule for "war-related" engagements. ie BAF/GRN battles, LN/RNC battles, etc etc etc
Keep it the same for pirate and bounty related encounters
Sooo you say every lolcap I see is some newb that started playing week ago? Excuse me, but that's BS. Judging from how many of those I meat around, we have far bigger amount of new players who like to trade 24/7 than anyone thinks. And usually they know a little bit too much of "how to not get banned" for week old players.
So called new players are NOT the biggest problem by far. People who give them example of total jerkass behavier are. And almost every legitimately "new player" I know got terrible treatment from so called "elite rp community".
In this light your demands to restrict "new" players sound incredibly funny.

Problem there is... some new players can't even understand English. But we already have those things in your starting ship... Ergo, the starflea that you start with as a new character... has 3 sort-of tutorial items for new players to read.

Then, it's something like teaching blind man drawing. But if we talking to players, who understand english, but just ignoring RP. Those 3 items in hold, when you starting to play, many people dont even notice. They die and lose them. Im talking about something like build-in instruction for capital ships. -disco story is all about capital ships and transports needed to get money to buy capital ships.
-every faction, even small one, has a capital ship, no matter if they are able to get as much sources as needed to build it, and no matter if it make sense in FL universe.
-each new player who starts play here has main target: get as big ship as possible. If he got it and not get banned within months, he may think about some RP.
-almost every player in Disco has capital ship, no way to restrict the possesion of them without big q_q.
-maybe the amount and wide range of interesting capital ships, which are freely available for casual players is a significant factor that Disco is the last bastion of FL community.
-not only new players make problems, many of sanctioned players are here a little too long to be called 'new'.
-if through all years this community wasn't able to find a solution, I doubt it is possible now.

Yeah, I see what you mean. Waaaaaay more effort put into RP here than whatever effort I've ever put into this game so far, right? Next time try to claim valid things and then back them up with evidence as well. That way your personal crusade against an other member of this community may not be as obvious and visible as it is now.
Or were you referring to yourself as the indie being "more"? Tell me in what you are better, prove it, and convince me that that specific attribute makes you really better than me with my so called "Book sized RP".

I couldn't care less about you and your opinion about RolePlaying on a RolePlay server as long as you adhere to the standards of the community and the server. The moment you cease doing so will be the moment Discovery RP 24/7 will not be for you and your ooRP behavior. I guess we all hope this will not happen anywhere in the near future, right?

Nah, some tend to misuse caps on purpose too. My idea would not be about to get rid of the new guys flying caps by this restriction, but the lolcaps, be they new or old.
